A Research On The Performance Evaluation Of Specialized Farmers' Cooperatives Based On BSC And AHP

The report delivered by Xi Jinping,general secretary of the Communist Party of China(CPC)Central Committee,to the 19th CPC National Congress mentions the "rural vitalization strategy" twice and gives much emphasis to prioritizing the development of agriculture and rural areas,putting in place sound systems and mechanisms for promoting integrated urban-rural development,and speeding up the modernization of agriculture and rural areas.As an important type of agribusiness promoting China's rural vitalization strategy,specialized farmers' cooperatives play an important role as bridges linking farmers with consumers.In recent years,with the strong support from the state and local governments,although specialized farmers' cooperatives in China has been developing rapidly and achieved remarkable outcomes,in the process of their development,some acute problems like unbalanced and inadequate development and inefficient operation of organizations await solutions.This paper holds that the lagging behind of theories for performance evaluation of specialized farmers'cooperatives is the underlying cause of these problems.With respect to performance evaluation of specialized farmers'cooperatives,although some scholars in China have proposed performance evaluation systems,almost all of these systems treated different specialized farmers' cooperatives in an indiscriminating manner instead of differentiating various types of cooperatives,which can easily result in inaccurate and even incomparable results of the evaluation.In view of this,in order to help realize scientific,sound,and practical performance evaluation systems for specialized farmers'cooperatives,this paper divides specialized farmers' cooperatives into three types,namely government-dominated cooperatives,capable brains-led cooperatives,and enterprise-driven cooperatives.The Balanced Score Card(BSC)and the Analytic Hierarchy Process(AHP)were applied to formulate a performance evaluation system for each type of cooperatives.Moreover,typical cooperatives in Sichuan Province were taken as samples for the empirical study and proposed several effective ways to use the performance evaluation systems of specialized farmers' cooperatives,also from the perspective of cooperatives and relevant government departments,targeted proposals for performance improvement were put forward,in order to provide a theoretical basis and practical guidance for the healthy and stable development of specialized farmers' cooperatives in China.
