The Research On Sustainable Development Of The New Rural Social Endowment Insurance

Sustainable development (SD) refers to a mode of human development inwhich resource use aims to meet human needs while preserving the environment so thatthese needs can be met not only in the present, but also for generations to come. Theconcept of sustainable development has in the past most often been broken out into threeconstituent parts: environmental sustainability, economic sustainability and sociopoliticalsustainability. In2003General Secretary Hu Jintao proposed that the comprehensivesubstantial development is not only the basic requirement of Scientific Developmentconcept, but also the requirement throughout the process of our modernization. So thesocial security system, as an essential part of Social and economic development strategy,and whose sustainable development is important factor of sustainable economic and socialdevelopment of China, has drawn high attention from the Party Central Committee.With the rapid progress of urbanization, workers from different rural areas graduallyincreased, makes the rural population aging phenomenon in our country more serious.According to this, the State Council issued 《The guidance of the State Council to carryout the new rural social pension insurance pilot》 in September2009, which marked thebeginning of implementation of the system of the rural social pension insurance to meetincreasing old age security demand of farmers. So far the pilot work of the new-type ruralsocial endowment insurance covers10%of counties throughout the country. However,because of problems emerged in the pilot work, many researchers begin to question theselection of pattern of ‘the new rural social old-age insurance system’ in our country. Theydoubt whether the new rural social old-age insurance system will repeat the old one,whether it can merge with other social endowment insurance system smoothly, or whetherit can out of a new way with Chinese characteristic. All the queries can only be answeredby analyzing the rationality of the system from the perspective of sustainable development.This paper aims to analyze the reason that why the Sustainable development of ruralsocial endowment insurance system is currently stuck in bottleneck, by discussing thedifficulties faced by the Sustainable development of rural social endowment insurance system. Also this paper attempt to promote the strategy of sustainable development of the systemof the rural social pension insurance on the basis of lessons from foreign developedcountries and developing countries. As a result of the work carried out in this paper, theoryof the Sustainable development of rural social endowment insurance system has been furtherenriched and improved, and a solid theoretical foundation of long-term development of thesystem was laid.
