During the thirty-year of reform and opening up, the large amount of high-educatedlabors in the rural areas migrated to cities, and it has been rapidly promoted thedevelopment of the secondary and tertiary industries in cities; while as, the human capitalin the rural areas become more scarce as the labor migration. The benefits on the rurallabor migration are increasing the wage-level of the farmers, conducting the return of thecapital and technology, promoting the agricultural mechanization, and it has a positiveimpact on the agricultural development. On the contrast, there are several disadvantages onthe rural human capital migrated to the cities–it might lead to land abandoned; it is able tobe harmful on the safety of the agricultural production; and it possible hinder on thesustainable development of the rural areas.This report discusses about the background, significances, purposes and impacts onthe rural labors migration. Firstly, it overviews the research status from the domestic andinternational human capital migration and the relevant theories related on thecircumstances (eg. Human capital theory, labor migration studies, etc.), and the necessityof the impacts on the agricultural development. Secondly, it analyses the current situationand the characteristics on the labor migration especially on the aspects of the stages on thehuman capital migration, the industry and regional flow, and the flowing forms; it alsostates the mechanism of the effect on the imbalances on the human capital migration.Finally, it uses the regression analysis method via C-D production function model toevaluate the impacts on the agricultural production from rural labor migration. On themacro-perspective, it empirically researches on the data of production inputs and outputsfrom1980to2010, quantitative evaluate the different influences on the agriculturaldevelopment as the rural labor migration, and figures out the recommendations to assist theagriculture sustainable development.This paper studies on agricultural development issues from the perspective of humancapital. It makes up for the lack of theoretical research, but also changes the people hasalways stressed the importance of physical capital input factors in agricultural developmentan important role in the neglect of human capital. Unlike most scholars, this paper prefers to emphasis on the negative impact of rural human capital spillovers, which many scholarsbelieve that the human capital in rural areas into the cities will weaken China’s dualeconomic structure point of view there is a difference.
