Management Of Quality Cost In Development Reference Materials For Food Area

In recent years, the governments around world paid more attention to food safety due to the contaminated accidents in food caused by abusing food additives and adding non-food substances illegally. The standard reference materials in food areas, as a method of traceability, are widely applied in cleaning up and regulating the marketing of food additives, which support to keep the results of analysis accurate and reliable. However, the domestic R&D industry of standard reference materials in food area started so late that it just provides the standard reference materials with few verities and poor quality stability. The R&D cost of domestic standard reference materials is not less than the price of foreign products. It has to bring about foreign monopoly. To solve the problem efficiently, we need to establish a better management system of quality cost of standard reference materials that could control and promote the quality and benefits of products of standard reference materials in food area.This paper analyzes and elaborates the special requirements, practical application and existed malpractice of the management of quality cost by the method of combination of theory and practice and utilizing the theories and acknowledgements of project management, especially by the theoretical background, the basic concepts and the method of analysis and control of project management of quality cost, in addition of own procedures of quality management of standard reference materials project. On the basis of analysis of development trend of domestic and foreign standard reference materials products in food area, we first propose to establish better management system of quality cost of standard reference materials R&D project in food area in order to response to competitive from the domestic and foreign standard reference materials R&D institutions in food area and enhance the R&D, popularization and application level of domestic standard reference materials products in food area. Finally, we use the example of R&D project of Melamine standard reference materials in milk products to offer the composition, accounting and analysis methods of quality cost of the project.This paper has introduced quality cost analysis into the management of quality cost in development reference materials for food area, and provided a workable way of analyzing and controlling project quality cost. The research of this paper is applicable for not only the management of quality cost in development reference materials for food area, but also all areas reference materials quality cost.
