The Agreement on Government Procurement (GPA) is one of theplurilaterals under the condition of WTO, China launched negotiations tojoin the GPA officially on December28th,2007. In order to conform tothe trend of internationalization of government procurement, and sincethe market potential of government procurement is large, China’sparticipate in GPA is only a matter of time. Electronic informationindustry is one of the important pillar industry in China. It contains awide range of electronic information products and become more andmore important. It has become one of the areas urgently required to openon China’s GPA negotiations by developed countries.Therefore, China’s electronic information industry may be facedwith the following questions when join the GPA: whether it will affectChina’s electronic information industry when take part in GPA? Howmuch the effect will be? What the effect will be for different subindustries? How the industry will develop? Undoubtedly, discussing thesequestions is very important for the development of electronic informationindustry of our country after participating GPA on theory and practice.On the basis of a rigorous comparative analysis, this paper combinedwith the present situation of China’s government procurement andelectronic information industry, using the measurement of Indicatorsanalysis and quantitative analysis indicators, getting these conclusions:1、There is a high correlation between government procurement and electronic information industry. They influence each other, promote eachother.2、Although the international competitiveness of China’s electronicinformation industry has been improving, its strong competitivenessmainly reflected on the amount of low-end low-priced products, lackingof core competitiveness. China’s electronic information industry will bebrought influence both on pros and cons in some extent when join theGPA.3、Due to the difference of the degree of openness, many sub-sectorsof the electronic information industry will be affect on different degreeafter join the GPA. Overall, trade openness of China’s electronicinformation industry is highest, the production of openness is lower, theinvestment openness is lowest. Including communications equipment,computers, electronic components and other electronics manufacturingproducts of highest degree of openness, the impact is smaller; While withlower degree of openness industry like information services, software ande-services industry products, will be severely affected.
