WTO "Agreement on Government Procurement" (GPA) aims to make an the introduction of mechanism of competition in international trade into the area of government procurement to expand the openness of government procurement; and to improve the national government procurement system to ensure the competition fairness, non-discriminatory and transparency in government procurement. China promised to start the GPA negotiations as soon as possible when she joined WTO. By the end of 2007, the Chinese government officially submitted application and bid list to the WTO Secretariat. In February 2008, the a first round of talks carried out in Geneva. Joining the GPA is an important step in the internationalization of China's government procurement market, which was also had great impact on China's government procurement and industrial development, therefore, it is necessary to make an in-depth study in the impact for china after she joins the GPA.The contents of this paper is divided into six chapters: Chapter One is the introduction, introduce the main research background of this paper, define the important concept of domestic and international literature review and research and ideas.Second chapter introduces the basic framework of WTO "Agreement on Government Procurement" (GPA), focuses on the purposes and principles of the GPA, the framework of GPA text and main contents of GPA.Third chapter analyses the overall the impact the GPA would bring to chian's government procurement, from the government procurement law, government procurement side and product suppliers three aspects, detail the requirements that GPA would bring to China's government procurement legal system, seprarate the impacets for the government and product suppliers into positive and negative impacts.Fourth chapter is taking electronic information products as an exemple, from the industry point of view analyses the impact for china's industry from GPA. In this part, firstly defines and compares describes the electronic information products involved in GPA and the Chinese Government procurement, and then from the computer industry, communications equipment industry and software industry conduct a comprehensive analysis.Chapter V put forward some policy proposals to perfect China's government procurement system,including a sound legal system, standards for identifing the national goods,implement of the government procurement's system function and other measures. Chapter VI proposes some basic principles of negotiation and electronic information products industry negotiating strategy for joining the GPA.The principles incluse joining GPA as a developing country, balancing biding and charging, make full use of the reciprocity provisions principle.The electronic information products industry negotiating strategy includes the computer industry negotiation plan, communications equipment industry negotiation plan and software industry negotiation plan.Based on rigorous comparative analysis, this paper propose some policy recommendations for formulating a sound system of China's government procurement, some basic principles in our response to the negotiations and a plan for the electronic information products industry responding the GPA's negotiation,so this paper has a certain theoretical and practical significance.
