The Research Of Chinese Agricultural Insurance System In Development Strategies

Agriculture is the basis of one state, the development of agriculture is a big problem relate to the national economy and standard of living, a systematic and complete system of agricultural insurance, will be help to the stability of agricultural production, what’s more, it will also play a important role in the stability of society, even the development of political and economic. For many years, there are many studies on agricultural insurance system from multiple perspectives by scholars both at home and abroad, foreign scholars research it from macro and micro level, and Chinese scholars focus in on the development of agricultural insurance in our country, system selection and agricultural insurance legislation, etc. Since the start of agricultural insurance in China, a lot of problems come to us, after years exploration and research, the decision of carrying out policy-oriented agricultural insurance has been made in2004, this has became an important decision in agricultural insurance development history, and it will become an assignable turning point of agricultural insurance development in our country. Although policy-oriented agricultural insurance has obtained some achievements after few years pilot run, but we also have to admit, it also exposed some problems which were ignored in the process of development of agricultural insurance.This paper focuses on the evolution course of China’s agricultural insurance system, make a general survey of our country agricultural insurance history, and further explore the existing problems in the development of agricultural insurance in our country at present stage. In the same time, through the horizontal comparison of the agricultural insurance system in developed countries and developing countries, we concluded that the policies of the United States is more suitable for China’s national conditions, and the French is different from our country because of high degree of national education and insurance consciousness, those differences lead to little experience which we can use from France. On the basis of absorbing foreign advanced experience actively, we need to choose suitable mode of development for our country, and also need to consider the national conditions. Finally, the author boldly predicts the trend of the development of agricultural insurance in our country, put forward the model of policy of agricultural insurance, and studied the construction of China’s agricultural insurance system in the future from four important aspects: government financial subsidies and preferential tax policy; continue to strengthen the laws and regulations; speed up the building of catastrophe risk and agricultural reinsurance insurance system; establishing regional agricultural insurance system with Chinese characteristics. The author sincerely hope the view in this paper can be used in the development of agricultural insurance system in our country, and we could set up a agricultural insurance system which is suitable for China’s national conditions and will service for the peasants as soon as possible, let peasants experience that the country is reinforced, people’s living standards have improved, life is security, happiness index increased.
