Study On The Mode Of Policy-Oriented Agricutural Inmsurance Based On Agricultural Industrialization Development

Agriculture insurance in China has been developed for about eighty years. Before nation-building,China was the semi-colonial and semi-feudal society. The insurance business was as backward as economy. During this time, there was many kinds of agricultulral insurance, such as cooperative organization form of agricultural insurance, Co., LTD. forms of agricultural insurance and agricultulral insurance which was formed by the commercial insurance institutions. Because of the high risk, lack of economic foundation and policies to protect, most of these forms were disappearred. The agricultural insurance once awake after the new station was founded. The People's Insurance Company of China (PICC) started the agricultural insurance in certain regions, the agricultural insurance and domestic insurance bussiness were both suspended because of the dias of decision-making departments. They had ignored the law of economic. They thought that the People's Commune had the ability to resist and inhibit natural disasters, and totally could compensate the loss caused by disasters. The agricultural insurance had no need to continue. After 1982, the agricultural insurance has started a new round of pilot project. Because the actual condition of each district is different, it formed a variety of agricultural insurance patterns.Developing Modern Agriculture is the agricultural development direction under the new situation, and the agricultural insuatrialization development is one of the main ways. Under the agricultural industrialization development, famers faces greater risk than traditional agricultural operations due to simple production structure and higher input level. In recent years, the Chinese government make great efforts in promoting policy-oriented agricultural insurance, but the effection is little. This paper studies the problem from the aspect of agricultural industrialization development, precents the mode of policy-oriented agricultural insurance charged by the government is the better choice in the area of better development of agricultural industrialization.This paper contains five chapters, the main contents as follows:The first chapter introduces the research background, purpose and importance of this paper through analyses the development situation of agricultural insurance and agricultural industrialization. According some agricultrual insurance researches in demestic and abroad, through literature review introduces current research of agricultrual insurance. The last part of this chapter are the idea, methode and possible innovation of this paper.The second chapter presents theoretical basises of agricultural insurance. Simply describes semi-public goods of agricultural insurance theory and theory of weakness on agriculture. It uses the game theory to express the relation among the farmer, government and company. Then it draws a conclusion that the government support, farmer and company have a hand in agricultural insurance is the best choice. At the end of this chapter, it introduces the definition and function of agricultural industrialization, also presents the relationship between agricultural insurance and industrialized agricultural operation.The third chapter analyses the pilot business mode of agricultural insurance. Mainly introduces three modes, such as mode of Shanghai, mode of Xinjiang Production and Construction Corps and the mode of Henan which have had their own particular character. It draws forth the new mode of agricultrual insurance based on the framework and design features of each mode.The fourth chapter structures the mode of policy-oriented agricultural insurance based on agricultural industrialization development which is paid by the government. Works out the bottleneck problem in agricultural industrialization by analysing the development of agricultural industrialization. Presents the new mode and explains its guiding ideology and operation mechanism.The last chapter proposes the external environment construction of the new agricultural insurance mode. Combind with the problems presented in the front parts puts forward the supporting measure that guarantees the mode's implement smoothly.
