| County economy is a regional economic system of obvious geographical features andfully functions, which is based on the county as the center, the town as a link and rural ashinterland. It takes the development of agro-industries and township enterprises as a priorityand co-ordinate the arrangements for the economic and social resources. We say that it is theregional economy with the nature of the administrative divisions, and is the integration pointof the city economy and rural economy also is the important foundation and the supportingforces of the national economy. The development of county economy plays a material rolethat is related to the increase of farmer’s income, the growth of county fiscal revenue, theaccumulation of construction funds, the development of the national economy and theimproving of overall national strength.Since the reform and opening up, county economy has made enormous developmentachievements and has gradually become an important force for national economic and socialdevelopment in Shandong Province. From the space-time evolution of county economydevelopment, this paper summed up the basic information of county economy in ShandongProvince for the development stages, overall characteristics, development patterns andgeographical features. This paper made an in-depth analysis on the developmentachievements and characteristics of county economy of Shandong Province. Based on thedevelopment characteristics and patterns, it provided the corresponding countermeasures andsuggestions on sustainable development of county economy in Shandong Province.This paper consists of six parts:Part I is an introduction. The Introduction mainly introduced the research background,research methods and the definition of the research objects, which was doing a generalityexposition on this whole study.Part II is the research review and theoretical basis. First, it took the two aspects of theregional economy and county domain economy abroad to extract the guidance contents of thecounty economic research. At the same time, from the view of connotation, theoretical basis,development modes, development strategies, research methods, this paper made a general summary of the domestic county economic research. Second, in the theoretical foundation,the article selected the theory of regional economy difference, geographical division of labortheory and the regional economic development stage theory that closely related to this studyto do the emphasis introduction.Part III is the development stage and the overall characteristic analysis of countyeconomy in Shandong Province. Through comparative studies with the average leveldevelopment of the national county and studies for the hundred Top Towns and Dual30counties in of Shandong Province, this paper grasp the county economy development ofShandong Province from the overall. With the development of the industrial structure as theclassification standards, in this paper, county economy development in Shandong Province isdivided into three stages, including agriculture dominated the stage, industry-driven stage andmultivariate development stage, and then summed up the economic characteristics andregional differences of each stage. In addition, from the aspects of economy scale,development level, industrialization process, urbanization development, rural economicdevelopment, as well as regional difference, we have comprehensively summed up thecharacteristics of the county economy development in Shandong Province.Part IV is a study of development pattern and regional characteristics of county economyin Shandong Province. According to the existing overall development pattern of ShandongPeninsula Blue Economic Zone, The Yellow River Delta Efficient Ecological Economic Zone,Provincial Capital Urban Cluster Economic Rim and Lunan Economic Belt in ShandongProvince, it summarized the overall development of county economy, development charactersand typical modes for each development plate, to grasp the county economy developmentspatial layouts and regional characteristics in Shandong Province.Part V is countermeasures about sustainable development of county economy inShandong Province. The paper put forward the following suggestions, such as promotingcounty delegation development, focusing on county specialty economy, promoting countyurbanization, optimizing county economy structure, and so on.Part VI is research prospect. The part summed the main innovations and shortcomings ofthis study and presented further research directions and prospects.Through the six parts in the paper, I draw the following conclusions:1. The county economy development in Shandong Province is showing a stronger growth momentum and development vitality, possessing at a higher level nationwide, ofmany hundred Top Towns, a faster economic growth, quick industrialization, outstandingurbanization, and rural economy with distinctive characteristics.2. County economy development in Shandong Province is facing a series developingissues, such as the obvious gap of dual30-County development, the agglomeration oflatecomer counties, the backward industrialization and urbanization in some counties,obvious gap between the four major sections, etc.3. Superior location advantages, abundant labor conditions, healthy natural resource base,distinctive cultural and historical heritage and effective policy incentives strong promote thesustainable development the county economy.4. Relying on the development pattern of “Blue-Yellow-Circle-Belt†in ShandongProvince, county economy development has yielded results in the characteristics developmentand typical patterns. But we should be recognize that Shandong Province still needs tocontinue to optimize the pattern of economic development and to form the county clusterdevelopment, so as to promote a better and faster development and optimization of countyeconomy.In summary, this paper mainly has the following innovations: First, from the perspectiveof temporal and spatial development, county economy development in Shandong Province isdivided into three stages, including agriculture dominated the stage, industry-driven stage andmultivariate development stage. Second, with the comprehensive consideration of whole andpart, generality and individuality, from the aspects of economy scale, development level,industrialization process, urbanization development, rural economic development, as well asregional difference, we have comprehensively summed up the characteristics of the countyeconomy development in Shandong Province. Third, according to the overall developmentpattern of Shandong Province, it summarized the overall development of county economy,development characters and typical modes of each development plate. |
