Since the reform and opening, Xinjiang economy has maintained a high-speedand steady growth, which comprehensive strength has improved significantly, whilethe social income distribution problem is revealed gradually at the same time that notonly influences the quality of economic development but also threatens the bordersocial harmony and stability. Income distribution has already become the hot topic ofthe eighteenth national congress of CCP and "NPC and CPPCC" and at present, underthe background that Xinjiang faces nineteen provinces and municipalities targeted aidand shoulders the historical task of large span development, how to improve thesituation of the ever-widening income gap is especially important. To construct newcalculation method suitable for regional situation to evaluate the issue of incomedistribution in Xinjiang to master its current status of distribution is not only thetheoretical method can take as general lessons, but also could provide reference forthe aid Xinjiang work.This paper makes a comprehensive analysis on Xinjiang inhabitant’s incomedistribution, which logic thought is from the whole differences to focus on povertyphenomenon, and then to extreme polarization situation. Firstly summarizes theimprovement of Gini coefficient structure defects of domestic scholars, then adoptsGini coefficient of taking curvature as structure weight G to measure Xinjiang urbanand rural residents income gap from2000to2011respectively, analyzes their changetrends empirically, and putting curvature as auxiliary indexes, through comparing withboth structure features of2011, and considering distortion degree of each incomegroup of the two departments, from which deduces the possible existing general rulebetween distribution structure and income level. Secondly, on the basis of reviewingSen, SST, FGT poverty index, integrates advantages of various index, especiallyovercomes the defect in being not independent of the poverty line of SPG index, reconstructs the poverty intensity indexG pfrom the original Gini thought itself, andwith which measures Xinjiang rural poverty difference degree in recent10years,making a reasonable explanation for the actual status reflected by the calculatedresults, and through judging its development trend to reveal and describe the crux andseverity of the problem. Thirdly, discusses bi-polarization state which may occur asthe extreme deterioration of income distribution pattern generally concerned bysociety, and constructsK pindex fitted to Xinjiang region income features to make ameasurement of its actual polarization degree in the corresponding years above and todescribe the development situation in order to evaluate Xinjiang income distributionimbalance degree comprehensively and to predict the future tendency, aftercommenting the evolutionary process of W type and ER type that are two kinds ofpolarization index commonly used all over the world, according to the comparativelycomplete polarization concept and idea explained at home, and weighing differentindex characteristics. Finally, the thesis integrates assessment findings and relevantconclusions above, and puts forward policy recommendations on the two aspects offocusing on structural adjustment and increasing regulation of aggregates torationalize inhabitant’s income gap based on the perspective of the consideration ofboth efficiency and fairness.
