In the eco-industrial park,adjust the industrial structure and build a suitable industrial chain take the circular economy theory as a guide,can effectively solve the contradiction of economic development and resources and the environment. In practical work, the planning practitioners determine the type and scale of the industrial chain according to the mechanism of the industrial chain and related characteristics mainly from the perspective of management and economics, and in order to achieve economic benefits,they blindly pursue the extension and expansion of industrial chain, it can cause resource waste and environmental pollution. Therefore, in industrial park, optimize and evaluate the industrial chain consider the resources and environmental constraints, has an important significance.In this paper, we describe and analyze the basic theories and research methods related to the optimization and evaluation of industrial chain in eco-industrial park and take the industrial ecology theory as the instruction.we analyzed influence factors of industrial chain and determine the principle for detailed.According to resource characteristics and the park industry positioning, identify potential industry chain in the industrial park.We establish industry chain optimization model considering resource constraints and environmental constraints and taking economic efficiency and pollutant reduction as the goal,and also establish data envelopment model considering pollutant emission conditions,and then make a quantitative optimize and evaluation of the industrial chain.Take some eco-industrial park in Gansu Province as an example, bulid the possible industrial chain in the industrial park in two ways, one is to built all the industrial chain Once and the other is to built the industrial chain in the form of extension,and then make sub-scenario model calculations from the perspective of the resource constraints and environmental constraints, and analyzed the model optimization results with the industrial policies and the planning scale of industrial park. The results show that under the condition of limited of the resource availability and environmental capacity, polypropylene, dimethyl ether, calcium carbide, and vinyl acetate industry chain is suitable for development and should be restricted in the development of energy intensive and highly polluting industry chain such as polyvinyl chloride, polyethylene.In order to reduce the restrictions of power and water resources in industrial park, it should be encouraged the development of wind power and photovoltaic industry, and consider the comprehensive utilization of mine dewatering water.
