The small&medium–sized enterprises are the most important part of the moderneconomy. In face of fierce market competition, technological innovation is increasinglybecoming the power of enterprises’ development. The development of the small&medium–sized enterprises’ technological innovation is not only the enterprises’ ownthings, but also relates to the economic development and social stability. Althoughenterprises’ technological innovation ability determines the technological innovation ofenterprises, the government plays a more important role in promoting the enterprises’technological innovation process because of the lack of systematic technologicalinnovation mechanism of China.By discussing the inside and outside factors of technological innovation of thesmall&medium–sized enterprises, it is found that Suzhou small&medium–sizedenterprises’ technological innovation consciousness and ability has been improved. Butat the same time, Suzhou small&medium–sized enterprises’ technological innovationhas several problems. By adopting qualitative analysis and case studies, the article triesto design conceptual model of the impact of fiscal policies on technological innovationof Suzhou small&medium–sized enterprises. Then the article puts forward practicalmeasures to enhance the enterprises’ technological innovation capacity from theenterprises’ own view, and some policy recommendations from the government’s pointof view at the same time.The results of this study are useful supplement for technological innovationresearch in China. They enriched and improved the theory of technological innovationof the small&medium–sized enterprises, at the same time they have practicalsignificance in promoting the technological innovation capacity of Suzhou.
