For the manufacturing industry of subway-tunnel-piece, the production of consumable material and equipment procurement cost accounting for70-80%of the cost of product, so the purchasing management has become the most important part of projiectized management for subway tunnel manufacturing enterprise. Due to it’s not high in the market access threshold, more and more concrete production enterprise enter into this industry,which resulted in the more competition, the less profit. In view of the increasingly deteriorating external market environment, the subway tunnel manufacturing enterprises only through change the past rugh management model of confused management,serious waste and low efficiency to through the strengthen internal management, improve the work efficiency for reducing the production cost,thus improve the profit ability, ensure enterprise to survive and develop in the fierce market competition.It’s the most direct and effective way to through increase procurement management and efficiency.This article is based on procurement management of subway-tunnel-piece project material of a strategic transformation of QL company as the research object, combined with the features of purchasing management and subway segment production project management to study projectized procurement management of subway-tunnel-piece enterprise. First elaborated the relevant theoretical knowledge of purchasing management, simplely stated the basic situation of current procurement management,analyzed the main problems during in current procure management and the cause of these problem arised, then against the these problems to put forward a series improvement mesure and method. Through complete intensive procure system and optimise purchasing process, fomulate the reasonable purchasing and supply strateg, strengthen management of purchasing schedule,stock usage,relation of suppliers and contract etc to rule materials purchasing activity of firm and improve purchasing efficiency, lower the cost of purchasing,and establish the long-term cooperation relationship with suppliers to ensure the materials of subway-tunnel-piece to be stablely supplied. Finally in order to ensure purchasing open and transparency, a set of effective purchasing management and monitoring mechanism must be established to supervise purchasing activity of relevant department and clerk. Meantime, in order to assess the work performance of purchasing department and clerk, a set of effective purchasing management and assessment system must be built to make sure purchasing work proceeding effectively and benefit corporation development continually and stablely.
