In the low carbon economic development time, the petrochemical industry is an importantpillar industry of national economy, how to realize low carbon development more and morereceives the various countries’ attention. China and Tianjin national economic and socialdevelopment "Twelfth Five-Year" planning has made it clear that it is needed to improve thepetrochemical industrial concentration degree and to speed up industrial low carbonconstruction at the same time. In this thesis, through the establishment of an industrial clusterelastic decoupling framework, using such method as Divisia index decomposition, causalfactor analysis to analyze the Tianjin petrochemical industry low carbon factors, and explorethe Tianjin petrochemical industry cluster low carbon development path, construct thepetrochemical industry carbon trading mechanism. This thesis mainly include as bellow:1. Through the analysis of the current situation of the development of petrochemicalindustry at home and abroad based on low carbon research literature, refining the key point,clear purpose, the research method and technical route in this thesis.2. Take the industry cluster evaluation factors into elastic decoupling analysis framework,establish an industrial cluster carbon emissions elastic decoupling analysis framework,analyse the Tianjin petrochemical industry overall low carbon development present situation,and point out that the Tianjin petrochemical industry are faced with the problem of lowcarbon development.3. By the method of Divisia Index Decomposition, establish carbon emission factormodel of Tianjin petrochemical industry, identify the trades of Tianjin petrochemical industryon the overall carbon emissions and contribution, and forecast2015Tianjin petrochemicalindustrial emission reduction gap.4. According to the carbon intensity decreased and the adjustment of industrial structurein petrochemical industry, confirm the low carbon development path of the sub-industry ofpetrochemical industry; Based on the carbon trading market general mechanism which isexisted both at home and abroad, establish the Tianjin petrochemical industry carbon tradingmechanism.
