The Industrial Cluster Development Research Under The Perspective Of Low-carbon Economy

In the face of the severe environmental problems， advocating lower energyconsumption、low pollution、low carbon economic、low-carbon economic developmentform is the main development direction of the future of the world economy. It hascaused more and more attentions from scholars. However， it has a contradictionbetween regional industrial cluster of carbon emissions growth and the developmentgoal of low-carbon economic. Industrial cluster plays a great role in promotingeconomic growth. However， it has a contradiction between regional industrial clusterand the development goal of low-carbon economic. Under the background oflow-carbon economic research on the sustainable development of industrial cluster has acertain theoretical and practical value.the paper makes analysis of the existing difficulties in the development of lowindustry cluster， with Chongqing as an example， then draw lessons from foreignexperience and combined with the feature of the development in Chonqing. Put forwardthe countermeasures and suggestions of the development industrial cluster forlow-carbon.The paper uses Cointegration test method to prove the interactive relationshipbetween them: on the one hand， low-carbon economy deeply affects the developmentstrategy of industrial cluster; on the other hand， the industrial cluster is an effectivemode to develop low-carbon economy. Industrial cluster and the low-carbon economywould realize common development.In this paper， main conclusions are as follows:For the restriction of the resources and the environment， the road to realize thesustainable development of economic and social is only developing low-carboneconomy. It turns out， in developed countries is not only to realize the harmony ofresource， environment and economic symbiosis， so does China. Industrial cluster forthe development of low carbon economy provides a broader space， is the effectivemode to realize low carbon economy.By analyzing the current status of industrial cluster development under low-carboneconomy development environment in Chongqing，there still exists many problems.This paper proposes main ways to promote the development of Industry cluster forrealize the goal low-carbon economy in Chongqing: Firstly， strengthen governmental regulation and control for energy intensive industry; Secondly， Increase governmentinvestment， develop low carbon industry; Thirdly， Improve low-carbon technology，active development of renewable energy; Fourthly， advocate low-carbon consumption，and promote low-carbon industry cluster.
