While climate change and energy crisis increasingly threaten our environmenttoday, low-carbon development has reached a broad consensus in the world andbecome another wave of globalization after the industrialization revolution andinformation revolution. As the most populous developing country in the world,. Chinahas entered the late stages of industrialization development, the large demand of coal,oil and other fossil fuels in our economic development has made our carbon emissionreach to the top of the world. Post-Kyoto era has already arrived, and thecontradiction between economic development and the fulfillment of emissionreduction obligations is increasingly being highlighted. Therefore, to promoteindustrial low-carbonization development, optimize the industrial structure andenergy structure, and realize the fundamental change of economic development stylefrom high-carbon to low-carbon have become the inevitable choice of achievingscientific development and sustainable development.Industrial low-carbonization development has two meanings: one is to promotethe development of low-carbon industries and the other is to promote thetransformation of high-carbon industries into low-carbon industries. Therefore, it isquite necessary to distinguish between low-carbon industries and high-carbonindustries according to some industrial standard. In the thesis, we firstly give aclassification of low-carbon industries on the basis of summarizing and refining theexisting research results at home and abroad; then distinguish between low-carbonindustries and high-carbon industries according to the total energy consumption andcarbon emissions, and analyze the prospect of the industrial low-carbonizationdevelopment.Industrial low-carbonization development can not be separated from effectivefinancial support, so it is necessary to have a better understanding of the investmentand financing condition of China and learn from the developed countries in terms ofthe financial support to promote the industrial low-carbonization development, anddesign financial support modes that is suitable for the industrial low-carbonization development in our country. In view of this, we analyze the condition of financialsupport for industrial low-carbonization development in the developed countries likethe Great Britain, the European Union and the United States to provide experience forus; and conduct a SWOT analysis of the condition of financial support for industriallow-carbonization development in our country from four aspects: the strength, theweakness, the opportunity and the threat, and propose the SO strategy, ST strategy,WO strategy and WT strategy for financial support for industrial low-carbonizationdevelopment. After fully understanding the condition of financial support forindustrial low-carbonization development at home and abroad, we work out fivefinancial support modes that is suitable for our industrial low-carbonizationdevelopment, that is the government budget model, the carbon tax model, the carbonfinance model based on CDM, the green credit model of the commercial bank and thecarbon fund model, the implementation framework or operational process of eachmode are designed, and the scope of each mode is analyzed.Finally, factor analysis is used to evaluate and analyze the level of provincialindustrial low-carbonization development, and the provinces of our country aredivided into three categories according to this, and suitable financial support mode isprovided for each category of province on the basis of the five financial supportmodes we have already designed.
