Research On Cooperative Governance Of The Small-scale Irrigation

Agriculture is the foundation of the national economy. Water, which closely related to the production and life of farmers, is the lifeblood of agriculture. The rapid development of small-scale irrigation adapts to policy requirements of the household contract responsibility system in China, and conforms to the mode of operation of large-scale agricultural development needs, and effectively promotes agricultural production and farmers’ income-generating implementation pace. However, various problems arise in the current small-scale irrigation development process:the small-scale irrigation faces a scarcity of supply for the a lack of human, financial and material resources, technology, the small-scale irrigation faces use difficulties for the free-rider behavior, confusion boundaries and allocation order, individual rationality leading to the collective interests of weakening phenomenon, the small-scale irrigation faces regulation difficulties for unsupervision, unclear subject and incomplete sanctions system. The hysteresis and non-normative development of small-scale irrigation, seriously restrict the development of the agricultural economy.Cooperative governance widely applied to various fields is one of the most attention topic at present scholars both at home and abroad. Meanwhile cooperative governance can effectively reduce the administrative subject omission, practice favoritism and other bad behavior, it can also promote the participation of stakeholders and protect the common interests of enthusiasm, greatly stimulate the participation of social resources, diversifying sources of supply and the efficient allocation of social resources. The backward mode of governance of many problems is the main factor restricting its development, China’s small irrigation and water conservancy need such a diversity of cooperation governance to improve its lagging phenomenon.In this thesis, the mechanism of perfecting our country’s small irrigation and water conservancy cooperation governance model is studied on the research of cooperative governance. From a common pool resource theory, cooperative governance theory and collective choice theory, and with small irrigation and water conservancy development situation in dalian as the research object, selecting the representative samples for research object, through questionnaires, all kinds of difficulties encountered in small irrigation and water conservancy development are analysized. The governance model of cooperation adapt to the small irrigation and water conservancy development in our country is improved through using the existent research achievements at home and abroad. The effect of government leading role to promote implementation of small irrigation and water conservancy cooperation governance is proposed; the multivariate information consultation mechanism the democratization of management main body and the public should be strengthened, The incentive mechanism of the plural cooperative governance, multi-level institutional arrangements and the safeguard measures such as sanctions are presented. The comprehensive development of small-scale irrigation is further strengthened, the new ideas for the new countryside construction of public infrastructure are provided, the pace of "three rural" problems is accelerated.
