The Study On The Farmers Voluntary Cooperation To The Supply Of The Small Irrigation And Water Conservancy Facilities

Since the founding of the People’s Republic, the appearance of diverse supply of small irrigation and water conservancy facilities has resulted from the alienated traditional acquaintance society, the restructured rural social relations, the rebalanced rural social system and the rural social atomization pattern caused by deconstruction of rural society among the multi-political campaign and the reform and opening up. But the problem with this condition is the main body of supplies of small irrigation and water conservancy facilities in long-term vacancy, and it’s difficult to establish a balance relationship between government, market and farmers, and the farmers will pay the consequences for the losses of the shortage of irrigation water ultimately. The small water conservancy facilities become waste, fill and neglected because the government turn its attention to the big water conservancy facilities intensively and not the reverse; at the same time, due to the external benefit of the small irrigation and water conservancy facilities in the scope of rural communities, it’s difficult to make market returns that lead to the supply insufficient and unordered. So farmers who are enjoyed the main benefit of small irrigation and water conservancy facilities become the primary supply main body in reality. To discuss the effect of farmers cooperative independently how effects the supply of the small water conservancy facilities, this paper selects C county in central Henan Province which has certain collective action feature after establishing of new China. To examine farmers voluntary cooperation process from the farmers economy reason, social reason and comprehensive rational perspective.This paper consist four major contents:Firstly, this article studies the evolution of the main supply of the irrigation and water conservancy in China in a historical perspective, and analyses the farmers’ important role in irrigation and water conservancy facilities supply in recent years.Secondly, it demonstrates that farmers regarded as the main body to supply and independent-cooperation supplying model for the small irrigation and water conservancy facilities are evidence-based from the public goods theory, the public participation theory and the self-governance theory. Meanwhile, it investigates farmers rational from these subjectivity and analyses farmers rational has an effect on the self-governance from the farmers economy rational, farmers social rational and farmers comprehensive rational. It also builds "farmers cooperative supply independently" models and divides the affecting factors of independent cooperation into cooperation resources, cooperation cost, cooperation rules and cooperation authority.Thirdly, based on the questionnaire in County C in the central Henan Province, the study finds that farmers largely agree to supply small irrigation and water conservancy facilities cooperatively in the agricultural production based on the of factor analysis,correlation analysis and regression analysis, whereas there are other supply demands and they rely more on the government and others; this article finds that farmers’ landholdings, education level, family non-agricultural workers, attitude to cooperation cost, cooperation rules and cooperation authority have an effect on their autonomous cooperation under the same condition of the farmers own endowment.Fourthly, according to the analysis results, author puts forward some views to ensure farmers cooperative supply independently of small irrigation and water conservancy facilities sustainably and effectively.
