Small irrigation and waterconservancy is important, but small farmers is the key to the sustainable use of water projecthow to effective management.To this end, Based on the public goods theory as the instruction, from the case study ofBaLiKun county construction and management, To analyze its main problems:(1)the farmer’scultural level is not high, the lack of incentive mechanism of machine;(2)the water feecharged by right and the responsibility of the management main body asymmetry;(3)waterassociation internal operation is not smooth, management efficiency is low;(4) Smallirrigation and water conservancy project financial support is insufficient;(5)technology of themanagement service system is not perfect.Aiming at the problems in the region, combinedwith the empirical research in this area, this paper puts forward some Suggestions:(1) toconstruct benefit coordination mechanism, and guide farmers to actively participate inmanagement;(2) build a reasonable water price forming mechanism, control of peasanthousehold water cost;(3) improve the system of water users association management,improve the efficiency of organization and management;(4) play a role of the governmentmacro guidance, and create a favorable operating conditions;(5) perfect water conservancytechnical service system, improve the level of technical service.
