Small and medium-sized enterprises play an extremely important role in China’s economicdevelopment and expanding employment. They are an important part of our socialist marketeconomy. How to promote the development of small and medium-sized enterprises isextraordinary significant. And the financing of small and medium-sized enterprises seriouslyhinder the development of SME’s and restrict the SME’s survival condition. The governmentissued many relevant documents, in order to solve the current situation of SME’s financing, butin practice the effect is not very optimistic, due to external and internal environmentfactors.There are factors affecting the SME’s own characteristic, a variety of factors led directlyto the vicious spiral of financing. To solve the financing difficulties of small and medium-sizedenterprises, this paper starts from analyzing the current situation of domestic small andmedium-sized enterprise financing and the existence of medium-sized and small enterprisesfinancing problems, proposing solutions from the government policy level to improve the statusof SME financing.First of all, this paper summarizes the research on the theory of financing for small andmedium-sized enterprises at home and abroad, defines the concept of small and medium-sizedenterprise financing, and financing of small and medium-sized enterprises characteristics andfinancing theory research. Then the status of domestic small and medium-sized enterprisefinancing are analyzed, mainly to the present situation of the financing of local small andmedium-sized enterprises in Rizhao area, including the current situation of financing as well asanalysis of the causes of this situation.On one hand, from the enterprise internal summary ofreasons, including SME’s guarantee insufficient, poor credit and other factors; on the other handfrom enterprise external summary of reasons, including the factors of government policysupport, financial services, credit guarantee mechanism, and then put forward the correspondingsolving strategy. Then, this paper introduces the financing system of small and medium-sizedenterprises abroad, mainly introduces the advanced experience of the United States of Americaregion, Europe and some Asian countries and regions, from which we can see some valuablemodels and methods in solving the financing problem of small and medium-sized enterprises,providing a reference for the next discussion. And then according to the current situation of SME financing in Rizhao, combined with foreign advanced experience to solve the financingdifficulty of small and medium-sized enterprises, puts forward some countermeasures in thegovernment system, in order to solve the current situation of financing of small andmedium-sized enterprises in Rizhao. The basic principles include policy support, financialsupport and establish a perfect credit system. And the put forward to the solution, more detailed.In this paper, based on theoretical analysis and specific environmental analysis, proposesthe solution countermeasure. Summarizing of the domestic and external financing of small andmedium-sized enterprises theory and combining with foreign advanced experience in solvingthe financing difficulties of SME’s, it analyses reasons of the financing difficulties of SME’s inRizhao and proposes solutions to solve SME’s financing in Rizhao. For example,governmentpolicy guidance support, establish and improve SME’s credit guarantee system, enhance theenthusiasm of the relevant organizations of funding of small and medium-sized enterprises,especially in support of financial institutions, strengthen the financial service system, based onthe traditional financial services and the needs of SME.According to the local economicsituation,put forward feasible countermeasures of the SME in Rizhao.
