With the rapid development of information technology, A large number of Management InformationSystem-MIS is applied to the enterprise management, decision-making. But our status quo of the MIS projectdevelopment is not very satisfactory. On the one hand, because of MIS projects is multi-disciplinary,multi-domain knowledge system engineering, the uncertainty factors in the development process make it morecomplex; the other hand, due to some of the present stage of the MIS project development process, there aremany localization risk factors, such as: the management level of enterprises as well as the quality of workers isnot very high, the developers in the the MIS project development process carry out a large number ofexchanges with users, the users update and change business processes constantly, the changing requirements ofthe user, bring about the system development cycle extension, the development costs within budget, systemperformance up to less than the needs of users. Therefore, the attempt to improve the success rate of the MISproject and project quality is of great significance for the study of the MIS project risk management.For the MIS project risk management,we can not copy some existing risk management models or tools.weshould analysis, identification, and then develop avoidance strategy according to the characteristics of the MISproject. There is a lot of content of the risk management, the paper will focus on risk management of the MISproject development process.Accurating identification and assessment of risk factors for the the MIS project development process isthe key to take reasonable measures to avoid risks and premise. After refering related experts in the field ofliterature and the MIS project development experts research, the paper established a preliminary risk indexsystem for MIS projects to build the prototype of the project risk assessment model of process-based MISproject. The paper focuses on the assessment of the risk assessment stage MIS risk assessment model, riskevaluation model of the MIS project development process. By the Microsoft VisualStudio2010platformprogramming model DS evidence fusion process and establish the risk assessment model based on the MISproject development process and the DS evaluation method applied to actual cases to verify the feasibility andeffectiveness, and further more detailed risk management studies lay the foundation..The main content of the paper is as follows:First of all, in the field of software project risk management content draws based on the MIS project riskmanagement process of risk identification, risk analysis, risk plan, risk tracking and monitoring, and riskaversion various stages IDEF0modelanalysis, clearly describe the various stages of the risk management input,output, control mechanisms and constraints. Established through the analysis of a process-based the MISproject risk assessment model prototype.Then, using the Delphi method exploration the MIS project development process all possible risk factors,the preparation of risk measurement scale using a combination of qualitative and quantitative methods toidentify the risk factors for the various stages of the the MIS project development process, the establishment ofa risk evaluationsystems. Use of factor analysis to verify the rationality of the design of the risk scale.Eventually build a risk assessment of the overall structure of the MIS project development process. The mainuse of the DS evidence theory to complete the synthesis of expert evaluation of the various indicators in themodel. DS theory of evidence synthesis process experts in mass function of the key Experts mass function andnon-critical processes and the introduction of the concept of expert utility degrees, emphasized the importantrole of the key experts in the decision-making. By comparing before and after the projectcompletion of the experts and the core developers of the survey data analysis for risk assessment of the value,Suggests that the MIS project risk assessment model has a certain application value for MIS project evaluationof risk.
