Research On Government Outsourcing Software Project Risk Management Method Based On Capability Maturity Model Integration

With the development of government affairs opening and online working, many software are needed to develop urgently. However, these software could not accomplished by government because of their conditions, which leads to the seeking of software outsourcing. But for a long time, government outsourcing software projects were in a dilemma. They lacked major required functionality, failed to deliver acceptable systems within schedule and budget. The reason is that government outsourcing software project is a complex engineering which comes to government branches, contractors, exterior environment and other uncertain factors. The objective of government outsourcing software project management is to find these uncertain factors, to analyze the corresponding results and to provide measures for government branches and contractors.The thesis studied the government outsourcing software project risk management methods based on capability maturity model integration. The achievements and main works in this dissertation are as follows:(1) The government outsourcing software project risk management framework based on CMMI is constructed by combining software project risk management with software process, which expands the theory of software project risk management.(2) The government outsourcing software project risk assessment methods are studied. A new government outsourcing software project risk assessment method based on evidence theory and a new software organization risk assessment method based on analytic network process are proposed. The objectivity and precision of risk assessment are improved by combining subjective factors and objective factors.(3) A new dynamic risk tracing and control method based on life cycle is proposed, which improves the maneuverability and practicability and reduces the costs of risk management.(4) The software risk management system of a government outsourcing software project is introduced. The structure of government outsourcing software project risk management system based on CMMI is constructed. Some advices for government outsourcing software project risk management are proposed and the effects are analyzed.Some concluding remarks and future work are given at the end of the thesis.The social responsibility reflects the problem of human value.,Which is an idiographic reflection of the Weltanschauung, philosophy and the values. Presently, under the condition of calling on managing state affairs with our virtues, it's gradually recognized the importance of cultivating our social responsibility. As a teaching staff in a national university, the author works over the following items: 1. To demonstrate the importance of social responsibilities from both theory and practice, the author designed a questionary in order to investigate the status quo of the social responsibility from the students in national universities, which is based on the research of the status quo of the social responsibility. The author argued the importance of cultivating the students'social responsibility through the actual data.2. Based on the research in the status quo of the cultivated mode of the social responsibility, the author brought forward a theory of the cultivated mode of the social responsibility adapting to the students in the national university. Then the frame of the cultivated mode is founded based on the theory.3. The cultivated mode is applied to practice. The author amply expatiated the process and result of the cultivated mode.Based on the theory of the social responsibility and the cultivated mode, the author conceived the cultivated mode of the social responsibility, providing a direction which strengthens the train of the cultivated mode of the social responsibility adapting to the students in the national university. It's proved that the cultivated mode referred in this article is propitious to strengthen the social responsibility of the students in national universities and makes contributions for the development of national defence, consequently, the goal of this research has been attained.
