Recently, the government food regulatory functions become the focus of public attention as food safety incidents occur, clarify their regulatory responsibility is an inevitable requirement for construction of responsible government, to establish a sound accountability mechanism, to increase their accountability efforts has become an important way to reverse the severe food security situation in our country at present. From the accountability theory and the practice of accountability in countries around the world, the food safety supervision administration accountability can be divided into the single-subject accountability and the allogeneic accountability depending on the difference of accountability subjects, and the allogeneic accountability will be more credible, more in line with the needs of the development of socialist democracy. However, through a large number of food safety supervision accountability practice, we can see, at present our country launched is mostly single-subject accountability, relative absence of allogeneic accountability, the subject of accountability such as the National People’s Congress, democratic parties,the judicial authorities, the media and the public don’t come into full play in the field of food safety regulation, and the scholars are also lack of specialization, and systematic theoretical research on the allogeneic accountability. Therefore, the writer choose this sbuject to study, through the analysis on the current situation of allogeneic accountability in food safety supervision field, the restriction of the allogeneic accountability subject and allogeneic accountability development influencing factors, further proposes several countermeasures, and strive to promote the development of allogeneic accountability in China’s food safety supervision field.The thesis has four Chapters. Chapter one is an introduction Which mainly introduces this article’s selected topic background, research significance, research status at home and abroad, research ideas and frameworks, and innovation points and deficiencies. Chapter two discusses the concepts, as well as the theory of social contract, the people’s sovereignty theory, the theory of responsible government and the separation of the three powers theory; Through our country leaders from all walks of life of the allogeneic accountability thoughts create the our country administration allogeneic accountability theory development path, lays the foundation for the following study. The third chapter through the analysis of China’s food safety supervision administrative allogeneic accountability current status and operation status, digging roots, find reason, pointed out that China’s food safety regulatory problems existing in the supervision administrative allogeneic accountability and its influencing.
