The Discourse On Responsibility Of Chinese Government In Food Safety

"Food is the first thing for people", food is the basic material of human survival and development. It is the most basic necessity of life. In recent years, food safety incidents occur frequently, when people talking about food, they are afraid of food, which has a direct impact on the credibility of our government and society stability.However, such as "tonyred" event,"Sanlu melamine milk powder" incident,"Shuanghui Clenbuterol" event,"plasticizer" event,"black heart" drainage oil "event and leather milk" and so on, food safety problem is not only the typical example, but also is the key that related to the healthy development of the entire food industry. In this regard, food safety has aroused widespread concern and discussion in society. What’s more, resolving this kind of food safety problem is the first thing we need to do, because food safety directly relates to the construction of the harmonious society, the democratic society and responsible government.At present,there are many researches for the government responsibility, but the research on the government responsibility for food safety perspective is rarely. In the democratic political background, the government has done some doings in this high complexity and uncertainty characteristics of the times. Although the government has to take actions, many food safety events are still happening. In the author’s view, the main reason about this phenonenon is the responsibility of the government is not fulfill in someplace.The responsibility of government being not fully fulfilled has its own reasons such as overlapping government function, absence and offside of government responsibilities and so on. This paper analyze these problems from the view of interest. And it emphasizes the importance of strengthen the government responsibilities. The author thinks that the reason why the government does not fully fulfill its responsibilities in the case of the detailed rules and laws are formulated is that the enforcement of this rules and laws is not enough.So, this paper using the service government theory and responsible government theory analyze the government responsibility from this aspects:perfecting government functions, strengthen the penalties, cutting personal interests.Then the author rasies some advices to improve the condition of government responsibility execution. For example:improving the administrative accountability system, defining government position, breaking local protection etc. All we need to do above is for that our government can adapt to the social changes, adjust government responsibilities in food safety flexibly and enable people to eat at ease.
