International capital theoretically contains F’DI. long-term and short-term debts, short-term capital and so on. Recently, short-term international capital expands rapidly and has stronger influence; all these will affect an area’s financial and the real economy.Nowadays. China’s capital market has not opened totally yet, and our banking system steps into the international market gradually from2006th. Furthermore, our banking system has flaws of shortfall of debt reserve, imperfect structure and so on. these external environment and internal defects will make itself more vulnerable to outside risks.There are researches about the effects of international capital to economy, but no so much as to short-term international capital to banking system. As we all know, the banking system plays an important role in financing and allocation of assets. It is meaningful to research into the relationship between the short-term international capital and banking system’s comprehensive operation ability.This dissertation firstly quantitative and describe the characters of short-term international capital and banking system’s comprehensive operation ability quarterly from2000th to2012th. As to banking system, we pick up twelve groups variables concerning banks’ liquidity, credit risk, market risk and profitability, and construct its comprehensive operation ability index by SPSS software. Then analyze the influence mechanism, theoretically from direct and indirect (interest, exchange and money supply) aspects. Thirdly, we build a linear regression equation on the basis of other variables from2002th to201lth. We make conclusions with reference to the theory and function, that a certain degree of short-term capital will do goods to banking system, while excess capital will do detriment to our banking system. At last, we suggest that build suitable route for capital flow and funds for crisis caused by flows, and optimize relevant legislation.
