With the advent of the knowledge-based economy,People are increasinglyaware of the contribution of S&T (scientific and technological)progress on economic growth,Various countries and regions have started looking for ways ofS&T progress. The material basis of S&T progress and the premise is input inS&T, It is the important and effective way for the State to raise the level ofS&T. The economy and overall national strength level of developed countries is strong, Its highly have a great relationship with the input in S&T. In recentyears,China is vigorously promoting S&T innovation.The data shows, In research and development investments, China is flush with the average level of developed countrie. Xinjiang is located in northwest China, is the bridgehead of China’s west open, having a important strategic position, Its development has beenstrongly supported by national policy, Economy development rapidly. However,compared to other provinces and cities in china, Xinjiang Economic development is relatively backward. It is urgent need to change the status of economicdevelopment mode by the S&T progress. Therefore, the paper analyzes the relationship between input in S&T and economic growth in Xinjiang, quantitativecalculation of the contribution of investment in science and technology for economic growth, This is of great significance to the rapid and coordinated development of the economy of Xinjiang.The empirical analysis consists of two parts, First, This article collected the S&T input and economic growth data in Xinjiang from1997to2010, Usingthe qualitative method describe and the status of input about S&T and economic growth, Summarizing their characteristics and existing problems. Secondly,This paper classified the technology input indicators, established a multi-level system of inputt in S&T indicators, and establish several corresponding multivariate linear regression model, using SPSS17.0software analysis the data, Identif y the quantitative relationship of input in S&T and economic growth, measurethe contribution value of the investment in science and technology indicators toeconomic growth.Described by the data, We can draw the following conclusions:(1) The personnel and expenditure of S&T activities have a larger role in promoting economic growth, the impact on GDP coefficients are0.596and0.736.(2) The R&D (research and development)personnel of Enterprises,research institutions and universities have a significant role in promoting economic growth, the impacton GDP coefficients are0.499,0.966and0.349;(3) In S&T funds, R&D fundfor economic growth has a significant role, the impact on GDP coefficient is0.681, the acquisition or construction of fixed assets and labor costs of economicgrowth, there was no significant impact of sexual,the fixed asset acquisitionand construction costs and labor cost have no significant impact on economicgrowth(4) In R&D type of activity, expenditure on basic research have a significant role on economic growth,the coefficient is0.202. Applied research and experimental development have no significant impact on the current period of economic growth.(5) The R&D expenditure of Enterprises, scientific institutionsand institutions have a significant role in economic growth, and the impact onGDP coefficients are0.242,0.161and0.226.Combine with the status and empirical analysis,article proposed some measures and recommendations to promote economic growth,such as increasing Xinjiang S&T personnel and technology funds invested,increasing the working enthusiasm of S&T personnel,improving the R&D funds invested structure, optimize R&D investment industry and regional structure, strengthen enterprise innovation principal position and improving the S&T innovation system.
