In the 21st century, the knowledge economy becomes quite active. Science and technology has been the decisive factor of economic and social development. Technological progress plays an important role in economic growth increasingly. As science and technology investment is the material foundation of the technological improvement, we must increase science and technology investment to promote economic growth. However, only effective implementation of science and technology investment can ensure positive interaction between itself and economic growth and provide better services for economic growth. Therefore, the quantitative estimation of scientific and technological investment to economic growth is of great significance, which is the value of this paper.As an important economic center of upper Yangtze River and southwest of China, Chongqing achieved sustained and rapid economic growth .in recent years. The sustained and rapid economic growth is closely related. to science and technology investment, especially R&D investment So it is of great value to evaluate quantitative relationship between science & technology investment and economic growth in Chongqing. In 2006, the Chongqing municipal government promulgated "Chongqing long-term scientific and technological development (2006-2020)." Science and technology of Chongqing take responsibility for shifting economic development from resource-dependent to innovation-driven and promoting economic and social development into the track of scientific development In 2007, General Secretary Hu Jintao made "314" overall deployment of Chongqing, He put forward three main orientation to Chongqing: the economic center of Yangtze River, the major growth pole of the western region, the urban and rural harmonious development municipalities. Chongqing is focusing on the implementation of "Science and Education support Chongqing strategy" to become science and technology innovation center and technology transformation base of upper Yangtze River In the next few years, investment in science and technology in Chongqing is not only important for economic growth, but also the key areas of implementing "314" overall deployment.Based on the economic growth theory and technological progress theory, this paper will analyze the current situation and problems of science and technology investment and economic development in Chongqing. Grey correlation theory mode will be used to evaluate the correlation between economic development and scientific and technological investment of Chongqing. It will quantitatively estimate the contribution rate of science and technology make to Chongqing economic growth using the extended structure function model CD.
