Since2005, Xinjiang Started the Urumqi-Changjiintegration and it plays an increasingly prominent role in Xinjiang’s economic and socialdevelopment. Urumqi-Changji district’s urban and rural development has been attached greatimportance. However as rural development is still relatively backward and the gap between urbanand rural areas is still evident, efforts to seek effective ways to narrow the gap between urban andrural areas is still an important task of the development in this area.The content of urban and rural development covers economic, social, environment, ecologyand other aspects. This article embarks from the actual research questions and research areareality, building representative and versatility index system of urban and rural development basedon economic, social and ecological environment. Collecting the 《China rural statisticalyearbook》、《China urban statistical yearbook》、《China statistical yearbook》、《Xinjiangstatistical yearbook》, etc. statistical data in conjunction with the survey data of relevantdepartments, make full use of horizontal longitudinal comparative study method. And adhering tothe quantitative mainly, qualitative supplemented research idea, to make in-depth analysis of theactual urban and rural development situation in Urumqi-Changji district, referring Xinjiang andthe whole country. The main conclusions are as follows:1、The level of urban and rural development in Urumqi-Changji district basically showing arising trend. The overall level is higher than the average level of Xinjiang’s and national at the same time in different degrees.2、In the reference years, the urban and rural residents’ income gapand consumption gap in Urumqi-Changji district is expanding. And become the most importantfactor restricting the development of urban and rural development in Urumqi-Changji district.3、By2011, the level of urban and rural development in Urumqi-Changji district is not high, and hasobvious differences in the internal cities and counties.4、In the future, opportunities andchallenges, advantages and difficulties will both exist in the decelopment of Urumqi-Changjidistrict.
