Research On The Comprehensive Evaluation Of Urban-rural Integration Development In Changji Prefecture

With the implementation of reform and opening up, the social and economic development in urban and rural areas has been greatly improved in China. The special system of two attributes of prefecture-owned land and collective land result in more prominent contradictions in urban and rural development with its institutional and binary nature, especially in wider gap between urban and rural areas, the gradual loss of the rural labor and tending destitution on rural social development. However, the ultimate goal of urban-rural integration is to narrow the gap between urban and rural areas and realizing the coordinated development of urban and rural areas with the presupposition of respecting urban development and maintaining rural traditions and characteristics. This paper chooses Changji Prefecture as research object, which has clear rural and urban dual structure. It not only has a practical influence on promoting the current urban-rural integration in Changji Prefecture, but also be able to play a guiding role in the process of urban and rural integration in Xinjiang and other parts of the northwest to understand its current development characteristics, to study the level of urban and rural development and to predict the future direction of development.Taking Changji Prefecture as the research object, this paper firstly teases related theories of the urban-rural integration home and abroad, then on the basis of which, takes an empirical analysis of the development current situation of urban-rural integration in Changji Prefecture at present and explicit the advantages and disadvantages. Next, constructs corresponding evaluation index system, applying entropy evaluation method to take quantitative assessment of urban-rural integration development in Changji Prefecture. Finally, puts forward the measures to promote the development of urban-rural integration in Changji Prefecture based on analysis of the current situation and data results.Main conclusions:(1) in 2008—2014, The level of urban-rural integration Changji Prefecture is on the rise, especially these years, has good prefecture of development;(2)The level of economic development have a biggest influence on the level of urban-rural integration, especially the level of urban and rural space facilities. And social life and the environment only plays a supporting role in the promotion to integration of urban and rural areas;(3) at present, Changji Prefecture is currently in the initial stages of integration and gradually moving to the moderate stages;(4)The economic development level is higher and higher in Changji Prefecture and the per capita GDP has also increased, however the income gap between rural and urban is bigger and bigger;(5) this paper proposed development measures according to urban and rural integration development in the future in Changji Prefecture from six areas including institutional policy, industrial structure, the development of county economy, improve urban and rural public services.
