In2012, as telecommunication technology becomes more pervasive, a new style of work called "telecommuting" is emerging. More and more industries have been using telecommuting as its company strategy in foreign countries, particularly with the information department; while in our country, this system is still immature, so how to implement telecommuting in domestic companies and how to managing are worth studing.The research objectives of this thesis is review existing research on telecommuting at domestic and abroad, after analyzed Information Processing Center of Wan Hai Lines LTD.’s business processes, information systems, management and existing laws and regulations to design paperless processes, IT technical support programs and telecommuting management program then implementation telecommuting step-by-step to solve the problems encountered by the company. Base on telecommuting pros&cons, provide supporting measures to ensure that the telecommuting become sustainable development of enterprise management solutions.Innovation of this dissertation is that it is breaking the traditional work patterns, in practice of telecommuting research carried out on the basis of our predecessors, this management innovation to solve enterprise issues also can be use for other company reference. This thinking also provide an alternative choice for the future work.Research indicates the introduction of telecommuting practices within an organization yields great benefits in terms of effective used of space, saving costs.improved employee morale, attract and retain good employees and save staff commuting time. These advantages bring more development for the enterprises. But telecommuting is not a technical support is expected to be achieved. It subject to the needs in the company’s business, combined with reasonable management, designing an incentive-compatible scheme to make sustainable development of teleworking. If scheme is not base on company actual status, example, the lack of comprehensive consideration and effective management plans, telecommuting scheme will become to failed.
