With the advancement of the informatization and the increasing gap between the urban and rural areas, it is important to promote the informatization in the rural areas so as to eliminate the information gap between the urban and rural areas for the new rural construction. In the context of rural informatization as the important part of the national informationization strategy, Many agriculture-related information technology projects led by the central ministries spring up. Despite these agriculture-related projects benefit the farmers to some extent, various internal and external factors in the implemention has made them largely inefficient.From the perspective of the organizational communication, the thesis which belongs to the research of effect of communication selects some typical projects in the northwest informatization costruction---the distance education project for rural party members in Gansu Provinc. Based on the investigation and survey, after the introduction of the development of the information technology in the Northwest rural and the major projects, it analysizes the Internal communication in five aspects: Communication hierarchy, Communication form, Communication process, Communication mode, Communication effect. Then it explains the organizational communication in the distance education project and other agriculture-related projects in the communication context between the various agriculture-related projects, relationship types, forms of interaction, communication strategy and so on. Finally, with the conclusion of the previous analysis, it puts forward and analysizes the problems arising from the agriculture-related projects with the representative of distance education project during their localization process from the perspective of politics, economy and culturein rural northwest China. And at last the thesis expounds the dependence of the projects’implementation on the local environment.
