From the international experience and China’s practice, a ideal way can achieve this goal is the establishment of professional farmers cooperatives, and farmers professional cooperatives has the connotation of fairness and justice, with the characteristic of counter market, so the government must intervene to keep its development steadily. Although the central government formulates macroeconomic policies to regulate, local governments and farmers professional cooperatives is most closely, so we define the research objects in the county government, we are trying to research the embedded mode in the development of cooperatives, local government plays in the development of character had any effect, but also what is wrong, and try to put forward some counter measures. To explore the role of county government cooperative perspective will help promote the transformation of county government functions, strengthen the functions of suppling public products and services for the countryside, agriculture and farmers, to promote the development of rural public utilities, urban and rural development. According to the theory of government and market as guidance, construct a framework for an empirical analysis.First of all, this paper carried out sample description of professional farmers cooperatives in three counties of Henan province.
