With the carrying out of the household contractual output-related responsibility system and the development of industrialization, farmers’specialized cooperatives have increasingly become the backbone in the development of the current rural agricultural market system. As the most eastern county city of Shandong Province, Rongcheng starts late in the development of farmers’ specialized cooperatives. Compared with national advanced regions, Rongcheng has big problems with small quantity, quality and operation mechanism. In the development and expansion of farmers’ specialized cooperatives, Rongcheng municipal government has played a positive role, and also has a negative influence. Based on this background, this paper aims to study how Rongcheng farmers’ specialized cooperatives should develop and how Rongcheng municipal governments at different levels will play a better role to promote the healthy and orderly development of farmers’specialized cooperatives.Firstly, to analyze the latest development of farmers’specialized cooperatives in the city of Rongcheng, summarize its general conditions and classification, sum up its development characteristics and achievements and make clear the role of farmers’ specialized cooperatives in promoting agricultural industrialization development and increasing farmers’income. Secondly, to analyze the restricted factors and major problems of farmers’specialized cooperatives in the city of Rongcheng and focus on the analysis the positive role and weaknesses of Rongcheng municipal government in promoting the development of farmers’specialized cooperatives. Lastly, on the basis of full investigation, to put forward policy and suggestions by drawing lessons from domestic and foreign governmental support of farmers’specialized cooperatives and combining with Rongcheng’s reality.
