With the long term exploitation and use of coal, oil and other fossil fuels, resource depletion and the tight supply situation become more and more obvious, and it also gives rise to a series of environmental issues. As a renewable energy, new energy gradually highlights its clean, no pollution, recycling and other advantages, it becomes an important choice of future energy strategy for the nations of the world, and it also becomes the only way to realize sustainable development of power industry for our country. However, the high costs of production makes on-grid power tariff of new energy has been high, which seriously hinder the development of new energy power industry in our country. Therefore, how to establish reasonable on-grid power tariff mechanisms and policies becomes real problems to be solved in new energy power industry.In this paper, it is based on game theory, makes three environments which are government-led, incomplete market and complete market as successive development stages of the market. And keeping maximization of social benefit and sustainable development of the new energy power industry as the goal. Then a game model between different stakeholders is established and the pricing strategy of on-grid power tariff is determined by using mechanism design theory, a Bayesian game and bargaining game. On the basis of above, the applicability of the model is verified by calculation and analysis. Finally, relevant policies and recommendations are proposed according to the conclusions. Primary contents and innovations of the research in this paper include:(1) The pricing mechanisms of new energy on-grid power tariff in three environments are analyzed by using different game models. The effect of market mechanism on the new energy power industry is leaded from the analysis of mechanism design theory, the pricing mechanism of on-grid power tariff under incomplete market and complete market environments is discussed respectively by using Bayesian game theory and bargaining game theory. Its ultimate aim is to maximize overall benefits, and effectively to promote the development of new energy power industry.(2) Calculation and analysis. The developing trend of large photovoltaic power enterprise and small photovoltaic power enterprise under the environment, which government participates in pricing, is discussed by collecting data of solar photovoltaic power enterprises. Then the pricing strategies of photovoltaic power enterprises under incomplete market and complete market environment are analyzed. The applicability of game analysis is verified, so that it supports for the application and practice.(3) Policies and recommendations. According to the model analysis, the conclusions are come to, which are the current new energy on-grid power tariff policy are subjected to government control and lack of internal competition for power enterprises, and as well energy pricing systems are not perfect enlightenment. Policies and recommendations are proposed from different perspective of the government, the new energy power enterprises and grid company. It points the way to safeguard the healthy and rapid development of the new energy power industry.The findings suggest that introduction of market mechanisms and improvement of new energy power pricing systems can not only enhance the efficiency of new energy power enterprises, but also can maintain the stability of the new energy industry. It has an important practical significance to promote sustainable development of new energy power industry.
