The Study Of The New Rural Social Endowment Insurance System In The Context Of Urban-Rural Integration

In Chinese rural area with a big population, the degree of the rural social security directly restricts the construction and development of Chinese social security system.However one of the core problems of the rural social security system is the rural pension system. In such a situation of the growing rural population, the miniaturizing family, the increasing empty nest phenomenon with more and more frequent population movements such as migrant workers, the more serious poor rural greybeards than city ones, and the weaker idea of supporting the elderly with the heavier and heavier burden on rural children, the new type of rural social endowment insurance system was born, and needed urgently by farmers. According to the spirit of the17th CPC National Congress and the Third Plenary Session of the Seventeenth Central Committee, the study and experiment of new rural endowment insurance began in order to coordinate the development of the urban and the rural, speed up the establishment of social security system covering all residents. In "the Social Insurance Law of the People Republic of China", implemented in July2011, the content that the country will construct and improve the rural social security system was written in. In2012, the council considered the idea of coordinating the urban and the rural and fully constructing the social security system covering all residents as the important content, and put it into the national basic public service system of "The12th five-year plan" and the17th CPC National Congress report.Responded to the requirements of the council, Anhui province is actively carrying out the pilot work of the the New Type of Rural Social Endowment Insurance System. And BoZhou is the experimental distinct. This article aims to find out the solution based on the empirical research on present situation and existing problems in the pilot work in BoZhou.This article contains five parts.The first mainly introduced the background, the aim and the significance of the study. The second part is the summaries on the theory related to the New Rural Social Endowment Insurance System. The third part introduced the New Type of Rural Social Endowment Insurance System in China separately from operating mechanism and system design. The fourth part mainly introduced the present situation and existing problems in the pilot work. And the last part set the objective and figured out some measures to perfect the New Rural Endowment Security System based on the analysis of the existing problems.
