Study On New Type Rural Social Endowment Insurance In Qingzhou City

New type of rural social endowment insurance is another important benefit ofagricultural policies. It begins to launch in China from2009and plays very importantrole to ensure endowment problem of rural peasants. By researching the content andimplementation of new type of rural social endowment insurance system in Qingzhoucity, the paper summarizes the experiences and problems in the implementation ofnew type of rural social endowment insurance system, and put forward the policyrecommendations to improve the current new type of rural social endowmentinsurance system in Qingzhou.In this paper, Qingzhou new type of rural social endowment insurance systemconducted a survey of the pilot study, there are some problems, such as poorawareness of farmers insured; low level of endowment pension; ambiguous linking upthe new type of rural social endowment insurance system and other social securitysystem; lack handling personnel and loosely management; heavier burden of financialsubsidies; pension funds are so hard to preserve and increase the value. Theseproblems strongly affect the implementation effect and the further promotion ofQingzhou new type of rural social endowment insurance system.So, on the bases of drawing on the endowment insurance model of abroad, thispaper put forward the policy recommendations to improve the current Qingzhou newtype of rural social endowment insurance system, such as strengthen publicity work toenhance the enthusiasm of the insured farmers; further perfect the policy of newfarmer’s insurance; perfect financing mechanism to release finance pressure;strengthen the management of pension funds; strengthen the ability of preserve andincrease the value of pension funds. Hope that, through the implementation of thesemeasures, enabling Qingzhou new type of rural social endowment insurance systemimplements smoothly and make the farmers enjoy the benefit of the new farmer’sinsurance.
