A Study On The Social Endowment Insurance Of Urban And Rural Residents In Chongqing: In The Background Of Urban-rural Integration

As an important part of the social security system, pension insurance is not onlythe way of National income, but also an important social policy which tries to solve thesurvival crisis of the residents in old age. At the same time, pension insurance is also abasic right which the citizens should naturally get in a certain stage development of theeconomic. In the distribution of national income, the initial distribution emphasizes onefficiency, the re-distribution emphasize on fair. Therefore, as a means or a way ofre-distribution of national income, the pension insurance system should take the fair as astarting point and final destination.Compared with the other three municipalities, the aging of Chongqing is the mostserious, and the pension burden shows a growing trend. Therefore, in the developmentprocess of urban and rural social security, how to solve the pension problems of ruralresidents is increasingly becoming an important and urgent task. In order to acceleratethe establishment of the social security system covering both urban and rural residents,and solve the endowment insurance problems. In accordance with national requirements,and combined with the actual situation of Chongqing, Chongqing will put urban andrural residents into a unified pension insurance system to comprehensive solution.Chongqing Municipal government has formulated and issued a "notice" on the urbanand rural social endowment insurance pilot work, so-called the Chongqing government[2009] No.85. The means that Chongqing Municipal Government begins to get rid ofthe urban-rural dual structure, narrows the urban and rural old-age difference, andbegins the new exploration of the equalization on basic public services. By the end of2011, the Chongqing urban and rural social endowment insurance has basicallyachieved full all the areas. This means that as the core of the social security part, thesocial pension insurance has started to enter the development process of equalization.Because the start is somewhat late, the system is not so perfect, and themanagement services are relatively backward, Chongqing’s New Rural EndowmentInsurance including urban and rural residents (abbreviation is residents of urban andrural old-age insurance)can not play a good role in ensuring the elderly’ s basic life.Compared with the urban endowment insurance, urban and rural old-age insurance hassignificant differences, such as policy efforts, financing fund, efforts to protect and soon. In other words, the residents or urban and rural old-age insurance can not match the urban endowment insurance. Therefore, this paper tries to compare the differencesbetween the two systems, and selects three aspects (including policy efforts, financingfund, efforts to protect) to compare deeply, through the comparison, this paperdemonstrates the necessity of equalization development of the residents or urban andrural old-age insurance, then on the basis of the situation about the pilot, this paperanalyzes the conditions of the residents or urban and rural old-age insuranceequalization development. Finally, by the ways of compared analysis and integratedanalysis, this research put forwards the ways that can achieve the equalizationdevelopment on Chongqing’s residents or urban and rural old-age insurance.
