China is a large agricultural country since ancient times,farmers are an important part of our society. The development of agriculture and rural prosperity, prosperity and happiness of the farmers is of great significance for national prosperity and stability. After the founding of the government,to give priority to the development of the industry for strategic reasons, the "industrial and agricultural product price scissors " is taken with surplus agricultural subsidies industrial support industrial development, which leads to the result that the income gap between urban and rural areas is worsening. Since the reform and opening up, the per capita disposable income of urban and rural tendency are expanding, In1978, per capita disposable income of urban residents was343yuan, while rural residents was133yuan. In2012, the per capita disposable income of urban residents was24,565yuan, the disposable income of rural residents was7,917yuan, the gap between the two expanded to16,648yuan. Reform and opening up34years of urban and rural per capita disposable income balance increased by about79.3times.The World Bank report showed that in the vast majority of countries around the world, the urban-rural income ratio of about1.3, the world’s urban-rural income ratio is greater than2.0, only two countries. China’s urban and rural residents’ income has being basically maintained between2.46-3.15since1978.China’s huge rural-urban income gap has restricted the consumption level of rural residents, affected the healthy and sustainable development of China’s economy, and the huge urban-rural income gap easily leads to psychological imbalance of rural residents, which will trigger a series of social problems. Therefore, to narrow the income gap between urban and rural areas in China is imminent.Academic analysis of the causes of urban-rural income gap theory of price scissors of industrial and agricultural product, urban and rural household registration system, national conditions that fewer cultivated field and more people and so on. This paper argues that the emergence of urban-rural income gap in the final analysis the policy formation process in the absence of the farmers’ interest groups, farmers can not make their voices heard to safeguard their own rights of survival and development.First, this article from the urban and rural residents per capita income gap between urban and rural residents’ income growth rate gap between the two aspects of the status quo of China’s urban-rural income gap and the income gap between urban and rural areas of the industrial structure, economic growth and social stability.Second, the income gap between urban and rural issues related entities and the three game process analysis, pointed out that the strength of the interest groups in urban and rural areas is uneven, and it caused the government had developed a series of urban bias policies, thus, the income gap between urban and rural areas. Having the absolute right to speak due to the lack of farmer interest groups, urban interest groups involved in the design of the system, leading to the distribution of benefits tilted to the city, and this situation is continued down in the form of law, resulting in the income gap between urban and rural areas is becoming more and more Severely.Third, as the urban-rural income gap between urban and rural interest groups strength is not balanced and led to the urban bias of the formation of urban-biased policies when formulating policies arising from the corrected solution to the problem of urban-rural income gap urban-biased policies and improve the level of organization of farmers begin, from the two dimensions of the urban and rural institutional arrangements and organization of farmers, this article puts forward policy recommendations to narrow the urban-rural income gap.
