Research On The Development Dilemma And Countermeasures Of Promoting The Integration Of Urban And Rural Areas In Zhongshan City

Social security is closely linked to people's happiness and social harmony and stability.The basic old-age insurance plays an important role in the protection of people's basic life,promoting social justice,maintaining social stability and improving people's livelihood.To establish a social security system covering urban and rural residents is the top priority in the development of urban and rural development,and to co-ordinate the development of urban and rural areas is one of the five scientific development concept.As a key livelihood project,the basic pension insurance plays an important role in the development of urban and rural development.All along,the state and the province to protect and improve people's livelihood as a top priority,continue to accelerate and improve the basic old-age insurance system for all types of employment and urban and rural residents,the Party Congress report,covering the basic establishment of social security system for urban and rural residents,the party's eighteen report,a comprehensive social security system covering urban and rural residents".As an important city in the West Bank of the Pearl River,Zhongshan City,its urban and rural areas of the basic old-age insurance industry has been rapid development and achieved remarkable results.2011 to achieve the basic old-age insurance for urban and rural residents,play a basic role in urban and rural development of the basic old-age insurance.In the face of the current development situation,to reduce the basic old-age insurance system to protect the gap between groups,the consolidation of the basic old-age insurance to co-ordinate the work of urban and rural areas,is a problem faced by Zhongshan city to further promote the integration of urban and rural areas.This paper expounds the basic old-age insurance integration research theory,summarized the development experience of foreign typical urban basic old-age insurance,the development process and main achievements of the basic old-age insurance in Zhongshan City,and discusses the difficulties and challenges in the development of urban and rural areas.Zhongshan city in Guangdong Province,the first to establish the rural basic pension insurance system and promote the integration of urban and rural basic pension insurance,while the establishment of urban and rural residents basic pension insurance system,the remaining small system of rural residents to ensure that the basic old-age insurance system for urban and rural residents.However,with the continuous development of economy and society,the original urban workers pension insurance system in different levels of the two track operation,has not meet the requirements of the new period,to further promote the city and rural areas in a stable and sustainable development of urban and rural residents of old-age insurance,the impact of urban and rural areas in the basic old-age insurance operation of various factors.This paper is divided into five parts:the first part of the basic old-age insurance and urban and rural domestic and foreign research status and theoretical basis for the study.The second part describes the basic old-age insurance and urban and rural integration development process and main achievements.The third part analyzes the basic old-age insurance in Zhongshan city and rural integration process.The fourth part of the research and analysis of the basic old-age insurance and urban and rural integration practice experience and enlightenment.The fifth part of the new era of Zhongshan city and rural areas of urban and rural integration direction and choice.
