Performance Evaluation On AnHui Regional Indigenous Innovation

At the beginning of21century, the problems that improving indigenous innovation capability and building a nation of innovation have been proposed by Chinese government as a core of new national development strategy. The government attempts to maintain sustainable economic development by upgrading the industrial structure and transforming the economical growth pattern through technology innovation. Indigenous innovation is necessary for building an innovative country. We should not only focus on the total resources for innovation, but also pay more attention to allocation efficiency.After learning some papers, this paper analyzes the theories, models and evaluation methods of regional indigenous innovation. According to the characteristics of indigenous innovation activities, this paper establishes the evaluation model of regional indigenous innovation. This paper uses DEA method to study the efficiency of various stages of innovation process according to the innovation chain data of Anhui Province in2000-2010, which includes knowledge innovation stage, technology development stage, the designing and manufacturing stage and market stage. The results show that knowledge innovation stage is in a better state of increasing returns to scale stage or unchanged status and technical efficiency. Technology development stage is in the trend of diminishing returns to scale, and technical efficiency is also diminishing. We should be reasonable planning the allocation of resources for innovation to improve the innovation efficiency of resource use. Scale efficiency and technical efficiency of the designing and manufacturing stage have a slight recovery after experienced serious inefficiencies, which mean we should keep the efficiency.It is very important to create a good environment to attract outstanding innovators and promote creative talents to promote knowledge innovation. Meanwhile, we also should improve technology trade services management, make technical trading activities in an orderly way, and improve the efficiency of technology transfer. Besides, this paper also advises to adjust the structure of investment in scientific and technological innovation resources, improve the proportion of investment in new product development costs. At last, this paper advises to encourage enterprises to increase investment in new product development costs, improves the efficiency of the design and manufacturing stage to improve the efficiency of the innovation chain.
