Research On The Paths And Strategies Of Indigenous Innovation-driven In Henan Province

During the transitional stage of economic development, the implementation of innovation-driven strategy will be the way to accelerate the transformation of economic development mode, the key to achieve sustainable development. Faced with the global developing tendency of innovation-driven and Chinese present situation, the 18 th CPC National Congress explicitly proposed to implement the innovation-driven development strategy. The CPC Henan Provincial Committee and the Henan provincial government proposed to implement the innovation-driven development strategy, strengthen the independent innovation capability and build an innovative Henan Province, providing a strong motivation and support to promote the transformation of development mode and promote the strategic adjustment of economic structure and the construction of the Central Plains Economic Zone. By 2020, the independent innovation system with complete elements, high efficient configuration, coordinated development, energetic vitality will have been preliminarily formed. The whole society investment in R&D accounted for the proportion of GDP will reach 2.5%, the contribution rate of science and technology for 60%, the high-tech industry added value accounted for the proportion of industrial added value for 33%, and the patent grants of invention into the national top 10.However, how to implement innovation-driven development strategy is a very complicated system engineering, which is not only related to the success of the implementation of innovation-driven development strategy in Henan Province, but to readjust the industrial structure smoothly.Based on the theories and methods of management, innovation and statistics, this paper analyses the present situation of innovation-driven evaluation in Henan Province.This paper has reviewed the background of Implementation of innovation-driven development, and taken summary on innovation-driven research status. Then on the foundation of the objective evaluation of innovation-driven development status, it has established evaluation indexes system of regional innovation capability in Henan Province. With evaluation of the correlation between independent innovation capability and innovation-driven, it has calculated the influence degree of the indicators on grey relational analysis. This article has established the independent innovation capability evaluation model by using principal component regression analysis with SPSS and the model analyses the present Situation in Henan Province thoroughly, objectively and exactly, so as to draw a conclusion and further predict the future trends of innovation-driven development, providing evidence for the implementation of innovation-driven development policies in Henan Province. Finally, the practice thinking and the realistic counter measures to implement innovation-driven development is put forward, providing references for government, industry and enterprises and evidences for the implementation of innovation-driven development policies in Henan Province.Overall, on the achievements of previous studies, the research on longitudeinal dynamic change trend of Innovation capacity in Henan Province based on time dimension has been continued by using principal component regression analysis combined with grey relational analysis in this paper, and then explain the influence degree of independent innovation capability by analyzing the weight of the indicators. Conclusions of this paper contribute to find the strengths and inferiority compared with other regions in Henan Province and come up with strategy to enhance the capability of independent innovation, continue to maintain the competitive advantage, promote the innovation-driven economic development comprehensively and coordinately.
