Research On Government Function In The Development Of Tourism In Hulunbeier City

With the development of economy and the improvement of people’s living condition, the need of tourism, which is a new industry, has increased.It plays an important role in economic development. In recent years, the tourism of Hulunbeier has got fast development situation, the number of tourists and tourism income has been doubled, while the function of government in tourism has not been fully implemented, the further development of tourism industry is imperative, which requires the full discharge of government function, to create a good social environment and institutional environment for the development of tourism industry. Therefore, in order to achieve the reasonable position of government function and promote the sustainable development of tourism industry, it is practical and significant to promote government function in this study.This paper is divided into five parts. The first part starts from the domestic and international research on government function, take Hulunbeier as research object, and established ideas and framework of this research. The second part collects related dates on Hulunbeier tourism in recent years, introduce the general situation of the development of tourism and get the position of government function in the development of tourism. The third part takes the questionnaire survey method, finds out the existing problems on the implementation of government function in the development of tourism. These problems are the disorder of tourism market, the insufficient of tourism laws and regulations, the lagging construction of tourism infrastructure and the lagging consciousness of tourism service. The fourth part introduces four reasons which leading to the above problems. The institutional mechanism is unsound, laws and regulations are imperfect, the tourism investment is insufficient and concepts on tourism administration are in arrears. The fifth part proposes solutions to achieve the development of tourism industry. We can improve economical market system of tourism industry, comprehensive the tourism laws and regulations, strengthen the government efforts to support the development of tourism industry, and adjust administrative concepts to achieve the development of tourism. In this paper, we did empirical research in order to provide a possible reference for the development of tourism.
