Power industry due to its special properties, in the past has been considered a natural monopoly, so its implementation around the world had been vertically integrated monopoly. However, with the development of market economy, people are slowly realizing that the power industry only in the transmission and distribution of these two areas have natural monopoly characteristics, and in the generation and sale of electricity link does not have natural monopoly, competition should be introduced mechanism.Since the founding of New China, China’s power industry through decades of development, has made remarkable achievements. But China’s power as China’s economic development, the monopolistic power development model has become increasingly unable to meet the current needs of today’s social and economic development, so the electricity calls for reform in recent years more and more intense. Therefore, in the power industry development, China’s power industry is also engaged in ongoing reforms. Until April2002, the State Council formulated the electricity reform program, hoping to break the monopoly of the power industry, the introduction of competition in the electricity industry has been split. The power generation companies split into five power generation companies, the grid is split into the national grid by region and China Southern Power Grid, and then by region and then split into multiple regional grid company. Meanwhile, the power grid, power generation and auxiliary industries cutting, set up four secondary industry group, while the establishment of the State Electricity Regulatory Commission, the formation of a new pattern of the power industry.But for the moment, there are still many difficulties in the power industry, such as unreasonable tariffs, electricity regulatory confusion, electricity reform process of the law is not perfect and so on. Britain is a pioneer in the reform of state power, is currently more successful electricity reform in developed countries. How our national conditions, drawing on the successful experience of the UK electricity reform and more effective reform, and promote the healthy development of the power industry is focus of this paper.This paper is divided into five sections.The first chapter is the introduction, on the background of China’s electric power system are introduced, then the dynamic part in the study, on the reform of the power industry at home and abroad to do a simple analysis, presentation of research experts and scholars at home and abroad, and its brief evaluation.The second chapter describes the history of China’s electric power system reform, the current status of China’s electric power system analysis. Focuses on analysis of the electric power industry generation, transmission, distribution and sale of electricity four aspects. Pointed out that the sale of electricity in the power generation side and the necessity of introducing competition side needs. Also pointed out that the reform of the electricity market has been slow, the power companies less competitive, electricity regulation is not in place and other issues.The third chapter briefly describes the process of UK electricity reform, put forward its reform problems and current achievements. The UK has experienced three power transformation, namely power pool model, the new electricity trading system, electricity trading and transmission modes and mechanisms4th in preparation reform. Britain’s electricity reform process will be China’s electric power system reform a good learning experience.The fourth chapter, through the first two chapters of the Sino-British power system analysis and comparison of the power system in the British context, electricity reform model, price positioning mode, the power of the regulatory and legal support, etc., indicate^distress China power reform factors and how to improve China’s power reform.The fifth chapter, puts forward some suggestions for electric power system reform in China. Finally, in the end part of this article make a brief summary, pointed out that oneself the function and significance of the research work, and indicate the limitations that exist in the article and in need of improvement.
