The Research On The Development Of Producer Services In Hunan Province Under The Conditions Of Economy Servicizing

With the trend in economic globalization being intensified, the level of worldwideeconomy servicizing has been dramatically improved. Therefore, the service industry hasincreasingly played a critical role in boosting economic growth. Specifically, it exertsinfluences in three factors: proportions of output value, levels of GDP contribution, andcapacity for stimulating employment. According to experience from developed countries,relative figures of these mentioned three factors all have reached roughly70%. China is beingin an important period of accelerating new-pattern industrialization, but service industry,especially producer service, cannot meet the requirement for developing. It is obviousproblems that regional economy unbalances and inter-regional gap becomes sharp. To solvethese problems, the areas nationwide are required to seize the significant strategicopportunities for economic development during the Twelfth Five-Year Plan Period, and thenmake full use of talents and specialties in regional resources for coordinated development.In recent years, Hunan Province makes use of the excellent opportunity that the processof economy servicizing has been accelerated to promote the province’s development ofproducer services vigorously. Its gross has increased in fluctuation, and the fixed investmenthas accreted as well. Also, the absorptive capacity of employment has been highly stable.However, at the same time, the problems such as the industry structure is not reasonable, theoverall level is not high, the overall small-scale have become more exposed, and haveaffected seriously the development of producer services in Hunan Province. Therefore, It isvery important to explore the development of producer services in Hunan Province, andrefine the effective countermeasures based on the perspective of economy servicizing.In the view of economy servicizing, this paper analyzes the productive service’s inherentmeaning and characteristics. Based on this analysis, it discusses several issues, includingdevelopment status of producer service in Hunan Province, its current problems, and causesof these problems. Furthermore, setting8economic variables as factors influencing producerservice in Hunan Province, together with multi-regression analysis to quantify the extent ofeach factor’s influence and therefore make relative conclusion. That is to say, GDP per capita,the amount of jobs gained in producer service, as well as the level of marketization and urbanization have remarkably influenced local producer service. Meanwhile, these threeindicators of the scientific and technological needs, the proportion of fixed investment andprofessional level of impact are not significant. And openness is relatively stable. Therefore,developing producer services should further enhance the level of opening up to the outsideworld on the basis of held, and continue to play significant factors, while continuing toexploit the relatively significant factors supporting role.On the basis of theoretical analysis and empirical analysis of the development ofproducer services in Hunan Province, this paper puts forward the corresponding strategiesand suggestions, from the perspective of economy servicizing and sound development ofindustry. It refers concretely to various ways as follows:(1)expanding market access, andboosting competitiveness of modern service industry.(2)promoting industrial integration, andimproving professionalization.(3)optimizing industrial deployment, and exerting effect ofindustrial agglomeration.(4)fostering and introducing talents.(5)accelerating reforms oneconomic system, and invigorating producer service enterprises.(6) perfecting structure ofeconomic growth, and enlarging producer service’s influence.(7) playing the government’srole of macroscopic regulation, and reinforcing the support to producer service.(8) perfectingthe construction of infrastructures, and optimizing hard environment for producer service.
