The purpose of this study is to establish the mathematical model, theoretically analyzethe factors that Three Gorges Reservoir Area the occurrence and development of the landtransfer, for the use of the land-use right flexibly open up a convenient channel that can beeffective to communicate both sides. Methods of supposing farmers for "the rationaleconomic man", the comprehensive net earnings consist of production, transfer andnon-agricultural, In order to construct the characterization of unity of peasant householdtransfer theoretical decision model, it based on the largest net earnings target of solving themodel, finally, from the perspective of three influence income maximization, theoreticalanalysis of peasant household land mobility influence factors of the function of the track. The results indicate that, the original contract land area, agricultural production costs, agricultural product price, agricultural production income security coefficient and familycapital ownership effect net income of agricultural production, that both sides madedecision-making behavior based on; Yearly rent of unit area land transfer and transfer timecollectively control offices of land transfer net earnings, Amount of the transfer of the landuse right transfer with the judge might have the net proceeds fundamental index, is aneffective circulation happen “game” key; The non-agricultural employment probabilitysignificantly influence on the non-agricultural employment net earnings, is to stimulate theland transfer of the most main external happens, is also the basic forces for farmers to loseland dependence. It is concluded that the land transfer of blocked the docking predicament inthe decision-making behavior of both parties are key to the resources maximum mobilizedby land transfer, to pursue the land, capital, and labor elements such as the whole of thecomprehensive income after the maximization of the target can be realized as a benchmark. The methods of standard analysis and comprehensive analysis were used. The resultsindicated that the farm of stock cooperative system was the new preferred policy orientationthat “cracked" the lag of contracted land transfer and the block of facility investment in Three Gorges Reservoir Area. The objective of this study was to identify the existing problems andtheir reasons of contracted land transfer, to design the new policy of improving contractedland transfer, and arrange supporting policies for the demand of new policy in Three GorgesReservoir Area. This system included three modules: the transferee large household, leadingenterprises or cooperatives module, switching parties immigrations modules and productionmodules. This system could carry out the three major changes in participation of contractedland transfer land contracted right becoming stock right, immigrations becoming shareholdersand earnings depending on dividends, the three main functions of contracted land contractedland for social security, contracted land for work and contracted land for savings, and thethree leading specifications of the land transfer occurred criterion of land transfermarket, sharing of land transfer interests and multi-agent participation of land utilizations, through trying two modes: concentrated stock cooperative model, shares capital contractedright elements dividends, decentralized stock cooperative model, purchase agricultural andforest production protect yield protect price dividends. At the same time, supporting policieswere arranged for helping that the farm of stock cooperative system healthly and orderlyoperated. Consequently, the transferee and switching out parties were "bundled" together bystock cooperative system and the immigrations did no longer separated from landutilizations after the transferring. Therefore, the timely detection of changes in these factors tounderstand and make reasonable guidance, the introduction of appropriate policies andregulations, for farmers to adapt to optimize the circulation of agricultural land has animportant role in decision-making.
