Jiangsu Province, whose GDP accounts for more than 1/10 in China, is the major energy customer and typical energy-importing area. In the past years, with rapid socio-economic development and people’s living standards’improvement, energy consumption in Jiangsu Province is increasing day by day, which is driving the province to a tight corner of limited supply in oil, coal and electricity. Therefore, it is an imminent problem to study this energy risk and finding an appropriate way to avoid it.Here, after meteorological data, agricultural statistics and land-use situations in cities are collected and analyzed, renewable energy resources in Jiangsu province is assessed, analyzed and mapped with GIS technology to meet the socio-economic development needs, based on its characteristics and the specific situations to utilize it. It shows that the amount of available renewable energy resources in Jiangsu reaches 239.5114mtce each year and 32.7ktce per capita, which indicates Jiangsu has a splendid prospect to exploit the renewable energy. There will be a great reduction of the cost to generate electricity from renewable energy resources as well, with development in technology and utilization and nationalization of large equipments. Furthermore, it is environmental friendly to use renewable energy, which can bring less CO2 emissions and greater reduction in environmental pollutions and slow down the global warming trend. Therefore there is a unique status for development and utilization of renewable energy in avoiding traditional energy risk.This evaluation is not theoretically conducted with only one index. Instead, available amount of wind, solar and biomass in Jiangsu are reached under the practical assessment situations to utilize them reasonably, set down according to the existing technologies and geological distribution of the renewable energy resources. .For example, the evaluation of wind energy resources begins with the number and capacity of turbines to install. It is also the first time to use GIS technology in assessing renewable resources. The conclusion will be a wise help for the province to use energy recourses diversifiedly and locally, as well as a reference for other regions to manage their energy risk.
