The growing amount of mobile phone users provides a good opportunity for the development of mobile-commerce. At the same time, the advantages of wire-less technology have been widely acknowledged. But the core value of mobile-commerce is not in the field of technology, nor the scale of users. The future development of mobile-commerce, especially the development of enterprise mobile-commerce, requires improvement of services as well as innovation of applications and business models.This paper starts from a review of the practical performance of mobile-commerce through a comprehensive survey and interview process among small and medium sized enterprises in Zhe Jiang province. This work makes an objective evaluation upon the current mobile-commerce performances: mobile-commerce on enterprises level has just took off in this region; its value has not widely been accepted by users; needs assessment and business models are two of the key success factors for mobile-commerce products, especially for those standard and customer-oriented products.To solve the problems, this paper sets up a mobile-commerce value model for enterprises level, highlighting the core values of the mobile-commerce: efficiency demand, mobile situation, marketing tools, emergency decision demand, and industry management. Based on these values, four business processes have been pointed as ideal for mobile-commerce. They are production control, logistics, marketing and customer relation management. This paper provides a functional design for these processes.In the field of developing and operational model for mobile-commerce, this paper proposes an industry platform with mobile operator as leader while fully cooperating with key players in the industry cluster. This model has been demonstrated by an extended value chain model for mobile-commerce and a real case in China Commodity City.In conclusion, by using a combined way of theory learning and practical research, this paper evaluates the current performance of mobile-commerce in Zhe Jiang province, highlights the core value for enterprises users, offers detailed design for some key business processes and proposes a developing and operation model for industry cluster. The research of this paper is a kind of enrichment to the research on mobile commerce.
