The research focuses on Haikou city and works out an index system based on an analysison the geographic characteristics of the city. Under the support of Remote Sensing software, the paper is an attempt of overall evaluation on ecological suitability of construction land inthe target city by interpreting SPOT imaging of the city taken in1991,2001and2010; selectriver, forest, farm land and build-up area etc. as representative factors; using Arc GIS9.3tocreate a digital elevation model in contour map on a scale of1:10000and a space data basecovering social economic factors e.g. population, economy etc. and natural factors like slope, altitude, plants, waters etc.; adopting layer analysis method to analyze each factors and decideweights. The elevation outcomes are then served to classify land utilization into differentgrades, which will not only provide reference to ecological environmental protection andexpansion of civil land use but also scientific basis for land policy of building Haikou into aninternational tourism island.Main outcomes show that:The ecological suitability of construction land use in Haikou is relatively low at large, following a rule of higher in north and lower in the south like:1.“Quite Suitable land” takes up16047.0247hm2,about7.03%of the total area ofHaikou, most of which are scattered in the north part and a small number of lands are in thenortheastern coastal areas. The layout is similar to the construction land use in build-up zone.2.“Suitable land” covers an area of16038.8905hm2, roughly7.03%of the total area ofHaikou. It refers to the surroundings to the build-up area and buffer area of main traffic lines.3.“Basically suitable land” is good for construction. The type of lands is scattered, mostof which are urban areas, buffer zone of main traffic lines,5-Grade and below farm lands, man made grass and populated areas;4.“Non suitable Grade” and “Not suitable land” is classified into construction restrictedzone, covering44.64%the area of Haikou city. The type of lands is scattered and wide, mostof which are low altitude and relatively flat farmlands, forest and park etc.5.“Non-available Land” means construction prohibited zone, which takes up21.54%thearea of Haikou city. It mainly refers to the southwestern part, middle part and northeast part of the city, most of which are covered by forests, main traffic lines, waters and3-Grade andabove farm lands, places of interests and those for special purpose.
