Research On The Effective Management Of Artificial Islands In China

Nowadays, while the acute problems of population, resource and environmentappears increasingly serious, the construction of artificial islands has graduallybecome a new way of utilizing marine resources and expanding urban developmentspace for coastal countries. With the increasingly acute land contradiction andever-growing land value in china, artificial island construction has also becomepopular in coastal districts. However, the artificial island construction in China startedrelatively late without relevant theoretical research and practical experience, and thelack of development plan as well as effective management measures have led to thedisordered, immoderate,blind and random behavior in the process of artificial islanddevelopment, which has greatly affected the sustainable utilization of marineenvironment resources. Therefore, it’s necessary to take various measures tostrengthen the supervision of artificial islands and improve the utilization efficiency,so as to keep the balance of marine ecological environment as well as to promotemarine sustainable development.This article focuses on artificial islands in China and makes further analysis onthe current situation of artificial island development and management based on thecollection of relevant literature and statistical data. Besides, the research also pointsout that the main problems existed in the management of artificial island, and finallyproposes specific countermeasures on the scientific management of artificial islandfrom the core perspective of effective management, in hope of enriching the existenttheories and promoting the task on the development and construction of artificialisland.This article firstly makes comparative analysis on island, sea area usage, landreclamation and artificial island and then elaborates the economic and social value aswell as strategic significance of artificial island.The paper also summarizes thefeatures and development tendency of artificial island in China based on itsdevelopment history and current situation. Besides, the paper points out the problemsexisted in the management of artificial island such as lack of public participation,imperfect management mechanism and so on, which caused by the lack of scientificplan and special legal system as well as the unsound supervision and coordinationagency. Finally, the paper proposes appropriate countermeasures on strengtheningartificial island management from four aspects in view of the successful islandmanagement experience overseas: the strengthening of the correct guidance andfollow-up management,the establishment and improvement of legal system andeffective management mechanism.The main innovation of this paper lying in that it points out the problems ofartificial island constriction existed in the ecological environmental protection andisland management via studying the development process and features of artificial islands in China, and conducts the cause-analysis from perspectives of legal system,sense of responsibility as well as government’s regulation and control. Based on theabove, the research puts forward a new thinking from four aspects includingestablishing and improving specific legal system and scientific management system,strengthening the guidance of interests as well as follow-up management withrelevant experience of artificial island management at home and aboard to reinforceartificial island management of China.
