Islands, due to their special geographical positions, undertake the sentry and relying role in the national defense and economic development. Zhejiang has the most islands in our country. There are 3061 islands of which land area are more than 500 square meters and 2883 islands with no residents in Zhejiang. Thus the strategic position of islands is vital. The development and management of islands is a strong scientific and systematic task, for each island has its own characteristics. Thus we should develop and manage the islands according to their ecological and geographical characteristics, especially the remote uninhabited islands. Before deciding to develop the islands, it is necessary for us to do some scientific investigation and argumentation as well as make appropriate development planning to improve the ability of information management and strengthen the living environment.Firstly the paper analyzes the development and utilization of the islands in Zhejiang. The development and utilization of the islands in Zhejiang must follow the island management legislation. According to the characteristics of the islands with no residents in Zhejiang, there are some certain island development principles in the process of development and utilization of the islands.Secondly the paper analyzes the control of the islands with no residents in Zhejiang. There are some problems in the control of the islands with no residents in Zhejiang which are also generally exists in the island control problem in the whole country. In order to control the islands with no residents in Zhejiang better and solve or reduce these problems, we need to build an island control information system.Finally the paper analyzes the mode of outlying islands with no residents living at great length. The paper introduces the thermal comfort, electricity supply, palisade structure, heating and water supply of the “islands living Cabin”. This “islands living Cabin” is important to the development, utilization and control of islands with no residents.This paper focuses on the current development of uninhabited islands in Zhejiang Province and explores the mode of remote uninhabited islands development and lifestyle. We hope this study will be significant and helpful to protect and rationally utilize islands environmental resources, safeguard national maritime rights and interests, as well as understand the atmospheric and oceanographic data of the East China Sea.
